      Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish an open eligible list to fill current and future Sr. IT Applications Developer positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.  

THE AGENCY

The County of OrangeHealth Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.


THE DEPARTMENT

HCA Information Technology (IT) Services provides the vision, leadership, direction, and strategic and tactical planning for all agency information technology initiatives.  The primary mission of the department is to enable and support all functional service and administrative areas within the agency to meet their respective goals and objectives. This is accomplished via collaboration and partnership with the program areas, by factoring in customer needs in all decisions with a customer-centric focus and ensuring that the individual technology-based objectives of the program areas are aligned with the overall technology roadmap and goals of the Agency.


THE OPPORTUNITY
The Sr. IT Applications Developer serve as a key technical expert supporting the Oracle Health Electronic Health Record (EHR) revenue cycle system. As part of a team, this role will focus on the development, customization, integration, and ongoing support of Oracle Health (formerly known as Cerner) revenue cycle modules, ensuring seamless operation of billing, claims, reimbursements, and patient financial services, and providing support for all large-scale projects that involve upgrades, changes, and innovations. The individual will collaborate with clinical, billing, IT, and business stakeholders to resolve issues, optimize workflows, enhance system functionality, and maintain compliance with healthcare regulations.


The Sr. IT Applications Developer will be responsible for, but not limited to, the following:


  • Provide advanced technical support and provide resolutions for production issues related to revenue cycle modules by performing analysis, troubleshooting, defect resolution, system performance improvement, and leading communications with all Oracle Health IT application Subject Matter Experts (SME) and relevant HCA departments
  • Create and maintain Claim Adjustment Reason Codes and Remittance Advance Remark codes posting logic in Revenue Cycle
  • Perform advanced technical analysis of billing claim statuses and balance states throughout the Revenue Cycle module
  • Perform testing of new applications and solutions as they are being developed and conduct Level 2 testing after new implementations and after down time situations
  • Modify and maintain system foundational database code sets for all Oracle Health and/or similar healthcare applications such as Meditech or Epic

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

In addition to the minimum qualifications, the ideal candidate will possess at least four (4) years of experience in Oracle Health, or a similar EHR revenue cycle systems.

Experience in a healthcare or public health setting and a bachelor’s degree in Computer Science, Information Systems, Healthcare Informatics, or a related field is highly desirable but not required.

Additionally, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:


Professional & Technical Expertise | Using Technology

  • Strong experience with Oracle Health Millennium applications, specifically Patient Accounting, Scheduling, Registration, and Billing modules
  • Utilizing Cerner tools (Cerner Command Language, Structured Query Language (SQL), and Cerner Millennium applications) to support development, reports, data extracts for reporting to various state entities, validation of major software upgrades, data mining to analyze information, testing audit controls, validation of compliance testing and integrations with third-party applications
  • Making use of .NET programming to help build and/or support applications, interfaces, and other solutions
  • Partnering with revenue cycle, billing, and clinical staff to gather requirements, analyzing workflows, and recommending system improvements
  • Troubleshooting revenue cycle processes including charge capture, claims processing, billing queues, rejection and denial management, and reimbursement with payers such as Medi-Cal and Medicare
  • Knowledge of California based Uniform Method of Determining Ability to Pay (UMDAP) principles and policies for an individual's ability to pay for behavioral health services
  • Proficient in Oracle Health Command Language (CCL), SQL, .NET, and scripting for data extracts, custom reports, and system logic
  • Familiarity with Health Level Seven (HL7) and Fast Healthcare Interoperability Resources (FHIR) interfaces, data exchange standards, and integration with third-party systems
  • Expertise in system upgrades, patches, and change management within healthcare IT environments

Project Management | Leadership

  • Serving as a project lead who has worked with minimal direction to strategically address business needs
  • Planning, organizing, prioritizing, and processing work to ensure that deadlines are met
  • Serving as a quality control checkpoint and establishing methodology to validate data, accuracy and trends
  • Understanding project management principles and techniques with some experience managing medium to large projects  
  • Breaking down projects into individual tasks, assign tasks to team members and frequently communicate with team on progress 
  • Conducting risk assessment, manage milestones, identifying and ensuring sufficient resources to complete project

Problem Solving | Analysis

  • Identifying and resolving challenging technical issues and problems through good judgment and decision making
  • Proactively detecting problem areas and recommending and implementing solutions
  • Analyzing problems and propose solutions while dealing with changing priorities
  • Identifying opportunities for continued system improvements

Oral & Written Communication Skills

  • Coordinating and communicating between all IT analysts on department and County IT projects
  • Developing and delivering effective written and verbal communication with stakeholders
  • Building rapport and negotiating with vendors and department staff to address and mitigate complex performance challenges 
  • Communicating and presenting technical information and materials to diverse audiences of users of varying levels of expertise

Environmental and Working Conditions

Work is typically performed in an indoor office environment but occasionally requires travel to other locations. Work environments may include high levels of noise, dust and/or unpleasant odors. Occasional early morning, evening, holiday and/or weekend work may be required.
