About the Department

The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking a Land Acquisition Specialist I to join the Prince George’s County Department of Parks and Recreation. M-NCPPC serves over 2 million residents in Montgomery and Prince George’s Counties and manages more than 70,000 acres of parkland and facilities. In Prince George’s County, the Department oversees 421 parks across nearly 37,000 acres and serves a diverse population nearing one million residents. This position is an excellent opportunity to work in a dynamic and mission driven environment supporting land acquisition, real estate transactions, and public-private partnership efforts that contribute to park and recreation facility development throughout the County. The Land Acquisition Specialist I will assist in implementing and coordinating land acquisition and real estate partnership projects. The incumbent applies practical knowledge of land development, land acquisition processes, project coordination, and administrative tasks to help ensure project goals and deadlines are met. The individual will manage aspects of acquisition and partnership activities, coordinate with internal teams and stakeholders, and provide technical support across a variety of real estate-related functions.

Position Duties

  • Project Coordination: Manage and track key components of land acquisition and partnership
    projects. Coordinate with internal teams and external stakeholders to ensure milestones are
    met.
  • Contract and Budget Support: Assist in preparing and tracking budgets for land acquisition related
    activities. Help process invoices and monitor project costs.
  • Document Management: Maintain accurate project documentation including contracts,
    acquisition records, and compliance files.
  • Market and Site Research: Conduct research on property data, zoning, permitting, and other
    site-specific information. Compile findings for use in acquisition and development decisions.
  • Real Estate Documentation: Prepare or assist in the preparation of real estate documents
    such as easements, funding requests, title research, and agreements.
  • Reporting: Compile data and assist in the preparation of monthly reports detailing acquisition
    activity, project status, and financial performance.
  • Public-Private Partnerships Support: Assist with coordination of public-private partnership
    efforts including due diligence, partner communications, and development-related research.
  • RFP Support: Support the production and publication of Requests for Proposals (RFPs), including coordination of advertising and budget tracking.
Required Skills and Abilities:
  • Project Management: Ability to manage multiple tasks and prioritize deadlines
    effectively.
  • Financial Acumen: General understanding of real estate financial documents including
    basic pro formas, draw schedules, and budget tracking.
  • Communication: Strong written and verbal communication skills. Ability to
    communicate effectively with colleagues, partners, and the public.
  • Technical Proficiency: Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).
    Experience with document management systems is a plus.
  • Detail-Oriented: High level of accuracy in data entry, record-keeping, and document
    preparation.

Minimum Qualifications

  1. Bachelor's Degree in Planning, Park Administration, Business Administration, Public Administration, Engineering, Real Estate or any related field.
  2. Two (2) years of progressively responsible experience in real estate management, land appraisal and negotiation of land and property acquisitions.
  3. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  4. Valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Preferred Qualifications:
  • Education: Bachelor’s degree in Urban Planning, Project Management, Public Administration, Real Estate, or a related field.
  • Experience: Four (4) years of progressively responsible experience in land acquisition, real estate, or related functions. An equivalent combination of education and experience totaling eight (8) years may be substituted.
