About the Department
In this position you will support multiple work groups in different areas within our organization with a primary emphasis on seasonal recruitment and selection; 90% of this position involves recruiting! Under general supervision, performs a variety of administrative and technical duties in support of Human Resources.
Position Duties
Works closely with Human Resources staff and provides support for functions associated with recruitment, advertising, selection, testing, training, and other tasks as assigned.
Provides back-up support to administrative staff as assigned. Assists in maintaining filing systems.
Requests background investigations and completes education verifications, may also conduct reference checks.
Manages the full-cycle recruitment process for assigned temporary recruitments. Processes status forms as necessary. Ensures recruitment and human resources related documentation is completed properly; prepares employee paperwork for submission to payroll.
Prepares and distributes job announcements and advertisements; assists applicants with questions regarding the application process; screens selected applications for minimum qualifications. Assists with updating the applicant tracking system. Occasionally attends job fairs.
Assists with practical assessments as needed.
May review interview questions for selected recruitments.
Arranges for drug testing and other pre-employment tests. Coordinates hire dates with departments.
Closes recruitment files when selection process is completed. Purges electronic and hard-copy recruitment files per retention schedule.
Performs quarterly audits of the prox card system to maintain building security.
Performs annual I-9 audit.
Responds to a wide variety of questions from hiring managers, employees and customers, including information on processing forms, special programs and activities, recruitment, position vacancies, and policies and procedures.
Reconciles monthly billing for medical testing.
Ensures compliance with required human resources related legal postings in each City facility.
Assists with other human resource related functions as required, including benefits, compensation and classification, training, payroll and maintenance of HRIS data.
Assists with employee activities as required.
Performs special projects as assigned.
May update the human resources related intranet, internet, and social media information as necessary.
Uses independent judgment and problem-solving skills and knows when to seek assistance from another Human Resources staff member.
May be required to work overtime.
Performs other duties as assigned.
Minimum Qualifications
High school diploma or GED; three years' experience providing technical and administrative support in human resources or related area. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements:
May need the ability to travel to various locations in a timely manner as the job requires.
Knowledge, Skills, and Abilities:
Knowledge of the policies, procedures and goals of the City of Thornton and the department.
Knowledge of federal, state, and local laws, statutes, and ordinances related to human resource administration.
Knowledge of City of Thornton personnel policies, procedures and Administrative Directives.
Knowledge of the principles and practices of human resource administration.
Knowledge of terminology used in assigned area.
Knowledge of standard office practices and procedures.
Knowledge of basic mathematics, and correct use of grammar, punctuation and syntax.
Knowledge of word processing, spreadsheet applications and basic database management.
Skill in performing various special projects.
Skill in basic mathematics, spelling, grammar, punctuation and vocabulary.
Ability to read and comprehend human resource policies, procedures and goals, including Thornton City Code and Administrative Directives, and federal, state and local laws applicable to human resources.
Ability to apply proper legal or administrative procedures for preparing documents specific to human resources.
Ability to operate standard office equipment and software, including personal computers, copiers and multi-line phones.
Ability to prepare, organize and maintain complex filing systems; ability to compile information and prepare detailed reports.
Ability to read, interpret and explain various policies or procedures to employees, applicants and the general public.
Ability to prioritize work effectively and apply independent judgment.
Ability to communicate effectively verbally and in writing with a wide variety of people on an individual basis as well as in a group setting.
Ability to maintain effective work relationships with other City employees, governmental agencies, and members of the general public.
