SDOT is excited to announce a new job opportunity with our Transit and Mobility Division’s Transit Service & Strategy team. We are seeking candidates for two-yearTerm-Limited Temporary Senior Transportation Planner position to manage, develop, and expand upon SDOT’s Employer Shuttles ProgramThis program provides a regulatory structure to ensure employer-provided shuttles complement Seattle’s transit network by permitting shuttle operations along specific routes and at shared transit stops and shuttle load zones throughout the cityThese employer-provided shuttles reduce employee dependence on drive-alone commuting, reduce regional greenhouse gas emissions, and fill gaps in the public transit network that affect employee commutes. This position will be responsible for actively managing and improving the current Employer Shuttle Program, permitting, compliance, and program management processes. In addition, this position will be responsible for developing, overseeing, and evaluating a pilot expansion of this program to allow approved employer-provided shuttles to travel in select transit priority lanes in Seattle.

This role will be responsible for leading transit planning analyses, data collection, and the production of related communications and documents, including policy briefs, maps, presentations, reports, job aids for consistent business processesand other materials, as well as overseeing traffic and air quality assessments. This position will also build strong relationships with other divisions within SDOT, transit agency partners, employer shuttle providers, some of our largest companiescommunity stakeholders, and othersThe ideal candidate will be proactive, collaborative, organizedand detail-oriented


Position Duties

  • Serve as a subject matter expert for SDOT regarding employer shuttles and transit priority lanes. Examples of analysis areas include transit performance, transit operations, curb space management, and transportation demand management.

  • Employ the principles and policies of transportation planning to manage SDOT’s Shuttle Route Permit portal, responding to the requests of employers and shuttle service providers interested in operating in Seattle.

  • Coordinate closely with King County Metro, shuttle service providers, employers, and teams across SDOT, including Curbside Management and the Transportation Operations DivisionExercise independent judgment to advance solutions to complex, politically sensitive challenges.

  • Act as SDOT’s transit technical lead in the development, oversight, and evaluation of a pilot expansion of the Employer Shuttles Program with approved employer-provided shuttles. 

  • Develop and implement an Employer Shuttles Program education plan for parking enforcement officers and other enforcement authorities. 

  • Conduct external engagement and customer support related to the Employer Shuttles ProgramCoordinate work with consultants in a dynamic environment. Respond to inquiries from external customers and business representatives by explaining policies and/or investigating issues.

  • Develop and monitor work plans, technical analysis, and consultant work products.

  • Provide analysis of existing transportation systems and policies, includingidentifying problems and potential solutions; evaluating alternatives; recommending policies; preparing reports and findings; and monitoring implementation of proposed solutions.

  • Support department goals in promoting: diversity and social justice; climate actions to accelerate the reduction of transportation section emissions; safer streets; and stewardship of public assets and rights-of-way.

  • Other duties as assigned.

Minimum Qualifications


Minimum Qualifications:

  • Requires a minimum of three years of transportation planning or development experience AND

  • A Bachelor's Degree in Engineering, Transportation Planning, Urban Planning, or a related field.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements, strong candidates will have some of the following experience or can describe comparable experience:

  • Experience participating in a State Environmental Policy Act (SEPA) review process related to a policy or regulatory change. 

  • Experience leading the development of Director’s Rules and Seattle Municipal Code changes.

  • Experience with Mobility Data Specification (MDS), standardizing shuttle operations data in a publicly accessible format.

  • Technical understanding of General Transit Feed Specification (GTFS) and experience integrating real-time GTFS.

  • Experience with the City’s Seattle Services Portal and back-end Accela permits system.

  • Experience with SDOT’s Commute Trip Reduction (CTR) and Transportation Management Plan (TMP) guidelines, as well as Transportation Demand Management (TDM) principles.

  • Advanced experience with the Microsoft Suite, especially Excel.

  • Ability to work effectively and productively in a hybrid work environment.

  • Ability to bring a sense of humor, creative thinking, and a collaborative approach to the team and your work.

  • Graduate degree in a related field, including urban planning, transportation, civil engineering, public policy, or a comparable field.

  • Ability to be adaptable and flexible; experience working where one must prioritize tasks in a dynamic environment while still meeting deadlines.

  • Ability to work effectively with a variety of teams and individuals with multiple work programs and work styles.


Work Environment / Physical Demands:

  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work are completed in a City office, and 2 days of the work are completed remotely in a regular 40-hour work week.

  • May need to attend occasional evening public meetings and/or perform site visits.


License, Certification, and Other Requirements:

  • Driver’s license, or evidence of equivalent mobility.

 The full salary for this position is $58.45 - $67.95 per hour.
