OFF-SYSTEM BRIDGE PROGRAM MANAGER

About this Position:
The present Federal Aid Off-System Highway Bridge Program was established under Section 1028, of the 1991 Act ISTEA, entitled “Public Law 102-240”. The Federal Aid Off-System Highway Bridge Program is the only avenue the 64 parishes have to obtain Federal and State monies to replace deficient or closed bridges on their roadways. Due to the significance of this program, this office often answers inquiries concerning the availability of funds and status of projects for parish bridges from parish officials, senators, representatives, and the Governor’s office. 

This position is responsible for administering federal and state funds to the parishes for replacement of deficient structures on their roadways and is responsible for overseeing all design stages and construction support of these projects. This position is responsible for the direct management and supervision of more than 50 consultant projects and 10 consulting firms.

While in official capacity, the incumbent shall comply with any applicable Louisiana and Civil Service laws, rules, regulations, as well as DOTD policies, procedures, manuals, and directives.


Position Duties

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties:

  • Initiates the development of the scope of services and man-hours for engineering contracts and develops fee packages for consultant services.
  • As required, develops the scope of services and man hours for Construction Engineering and Inspection contracts, providing consultants with a fair price to perform the necessary work, ensuring state and federal money is being spent properly.
  • This position is responsible for managing the scope, schedule, and budget for all projects within the program as well as provide oversight of the plan development to ensure all projects meet their scheduled (PDD) project delivery dates. Monitors projects and consultant progress to verify accuracy of invoices. Final signature authority for approval of payment of consultant invoices.
  • Monitors all permit requirements and requests permit extensions from the various agencies to assist the parishes.
  • Provides technical direction and expertise to guide consultants in plan development and review plans for conformance to AASHTO Specifications and Department and Federal Highway Administration policies to ensure that the design and geometry of the roadway and bridges meet design and safety standards.
  • Provides each parish with a list of bridges which are eligible for replacement. Responsible for maintaining a “running” total of the funds each parish has available to program structures for replacement, funds spent for construction, and funds allocated for projects in the design phase.
  • Disburses funds every two years to participating parishes based on need. Requests funding needed for the program from the Project Development Office. Responsible for allocating the funds to the participating parishes.
  • Reviews plan development processes to determine if changes in the department’s standard procedures are feasible and will expedite the replacement of the deficient structures. Reviews the selection of bridges by the parishes to ensure they qualify for replacement and replacement costs fall with the parishes’ available funds. Authorizes the removal of bridges from a parish’s program at the plan-in-hand field inspection.
  • Reviews and accepts topographic surveys. Approves all construction cost estimates for every project and updates cost estimates on a periodic basis. Provides technical assistance to the Department’s Construction Section and the contractor during the construction phase of projects.
  • Represents the Department at meetings with the consultant, public, state and local governments, and the Federal Highway Administration. Works with parishes to resolve problems and concerns regarding the structures they need replaced.
  • Provides direct supervision of up to three employees including engineer technicians and/or engineers. Oversight of tasks including, but is not limited to, setting priorities, work assignments, training, establishing procedures, annual performance assessments, payroll approval, authorization of leave, and reviewing work for completeness and accuracy.

Position Specific Details: 

Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Compensation: The Special Entrance Rate (SER) for the Engineer 6 is $3,316.00 bi-weekly. The Premium Pay for the Engineer 6 is $5.00/hour for all hours worked.
