Hiring Range: $7,255- $7,700 per Month(Non-Bargaining Pay Plan, C45 Step 1-4 DOQ)

There is one Accountant III opening with the Yakima County Human Services Department. The major purpose of this position is to provide advanced financial oversight and technical expertise to support the Human Services Department by guiding accounting staff, conducting secondary-level invoice reviews for all awarded grants, ensuring compliance with funding requirements, and providing critical fiscal data analysis and visualization. The role includes ensuring that general ledger revenue and expenditures are accurately coded to maintain precise financial records. Additionally, the position also develops financial data visualizations and reports used by internal and external leadership and key decision-makers to support strategic planning and transparent reporting to the Board of County Commissioners and the public. The position requires collaboration with multiple internal departments and external agencies to maintain accurate fiscal management and regulatory compliance. The role includes providing guidance, training, and conducting secondary-level reviews of invoices for all awarded Human Services grants, thereby ensuring financial integrity and adherence to policies.

Responsibilities:

Essential Duties:

Prepares a variety of complex reports, statements and documents for major County financial projects, year-end projections and special management financial review. Reports may include financial reports, data visualizations, and interactive tools, to translate complex financial data into clear, actionable insights for Human Services leadership, Board of County Commissioners, Financial Services, and the public.

Tracks, reviews, analyzes and makes recommendations regarding complex reports, statements and documents for major County financial projects, year-end projections and special management financial review. Exercises judgment in identifying anomalies, forecasting trends, and recommending data-supported actions or clarifications to management.

Analyzes, audits and reconciles financial information such as contracts, grant agreements, funding sources, and assigned accounts. Preparing documentation for general journal entries, reconciling accounts, preparing A-19s. Performs related activities such as reviewing contracts for compliance with terms and conditions or accounts for consistency with generally accepted accounting principles.

Develops policy and procedural recommendations in response to changes in federal, state and local laws, rules and regulations. Under the guidance of the Finance and Admin Senior Manager, decides how to interpret financial terms in grant and contract language and assess compliance.

Tracks fixed assets and maintains related records such as depreciation schedules, MOUs for use with community partners, additions/deletions, reserves and/or contributing capital. Tracks, reconciles and calculates rates, costs and/or life span of assets and replacement funding. Generation of use agreements for partners utilizing assets, based off templates created by the Finance and Admin Senior Manager. Work with Financial Services to make additions and deletions to the fixed asset list.

Functions as supervisor to professional level staff including assigning, monitoring and prioritizing workflow; makes recommendations on employee selection and evaluation.  Supervises day-to-day accounting staff activities.  Provides guidance, support, and training to accounting staff related to invoice preparation, coding practices, financial procedures, and compliance with funding requirements.

Monitors legislation in partnership with the Finance and Admin Senior Manager and ensures County compliance with laws, uniform grant guidelines, rules, and regulations; assists State Auditor's staff by compiling requested information.

Checks accuracy of financial tracking system by testing, maintaining, and evaluating financial information in the systems. Ensures accurate coding of revenues and expenditures in the general ledger for all Human Services grants and subgrants, decides how to classify and correct transactions in collaboration with the Finance and Admin Senior Manager. Performs secondary-level reviews of grant-related invoices submitted by accounting staff to verify correct coding, documentation, and compliance with county, state, and federal requirements. Evaluates whether invoices meet compliance standards, when to provide feedback or training to staff, and when to escalate issues.

Assists Finance and Admin Senior Manager in conducting subgrantee fiscal program monitoring and audits, onsite at programs when necessary.

Develops positive professional relationships with subgrantees, contractors, and grantors and other County departments. Communicates with other departments such as Financial Services, Auditor’s, and Treasurer’s Offices on an as-needed basis to address issues related to job duties, such as reimbursement or payment submissions or processing financial information. Directs and advises Financial Specialist on communications with subgrantees, requests guidance from Finance and Admin Senior Manager regarding communication with grantors.

Utilizes task managing tool to initiate contract procedures.. Integrates the contract into the existing flowchart, initiating the contract process. Gathers all necessary documents required for the contracts. Completes the face sheet and budget of the contract. Utilizes role knowledge, information provided by Finance and Admin Senior Manager and supporting documents to make informed initial decisions about the content of each section.

Performs the duties assigned to lower level classifications as needed. Prioritizes new responsibilities in the context of existing workload and ensures any additional duties are completed accurately and in compliance with departmental and county standards.

Education and Experience:

Bachelor's degree in Accounting, Finance, Business Administration or related field AND   Five (5) years of professional level accounting experience including two years of supervision or three years of experience as a lead to professional; or an equivalent combination of education and experience which provides knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.                

Required:

Successful completion of a financial background investigation and general employment verification.

Successful completion of specialty training and/or possession of specialty related certification is required within six months of appointment. This may include one or more certifications such as: Integrated Disbursement and Information System (IDIS) New User Training; Notary Public.

Valid WA State Driver’s License and proof of insurance, if requested.

Bachelor’s Degree in Accounting;

Government or non-profit experience;

Experience using Microsoft Word, Excel, and Outlook; Workday, Tableau, Integrated Disbursement and Information System (IDIS), SAM.gov, and SAW;

Experience interpreting and monitoring service contracts for compliance and validation of services rendered;

Some knowledge of principles, theories, and practices related to human services, homelessness, and behavioral health;

Bilingual or bi-literate in Spanish

Experience working with or knowledge of homelessness, behavioral health or local social service agencies and programs.

Equipment Used: computers, telephones, calculators, fax machines, photocopiers, labeler, printers, other basic office equipment and operation of a passenger vehicle. Operation of the following software programs: Workday, Integrated Disbursement and Information System (IDIS), SAM.gov, and SAW.

Working Conditions: This position is rated as Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. 

Environment: exposure to weather, extreme temperatures, pathogen exposure, travel, multiple work locations, field work, may be required to work outside of standard business work hours and at alternative work locations, may include travel to evening meetings within Yakima County, and may include travel and work in the field, overnight stay for trainings and conferences; in or out of state.
