About the Department
Performs intermediate professional work in the preparation and maintenance of financial records; does related work as required. Work is performed under the regular supervision of the Assistant Director of Finance.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, fingering, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.
Position Duties
Assisting with the City’s financial records; preparing and coordinating accounting, payroll and related financial statements and reports.
Prepares biweekly payroll including calculations, verification, posting to general ledger, accrual and insurance updates, payroll correspondence and provides employee instruction.
Maintains the City’s electronic timekeeping system and updates job classes, accruals, employee access, permissions, makes changes to department’s setup and troubleshoots system as necessary.
Maintains the City’s employee self-service system and updates employee access, available forms, and system functionality; troubleshoots system and provides employee support.
Maintains position control and works as liaison to Human Resources Department on payroll benefits functions; assists in preparation and maintenance of software data, reports and correspondence; addresses employee questions and concerns regarding payroll related issues.
Assists with budget preparation in regards to payroll expenditures city-wide and specifically with fire and police departments due to specific holiday pay schedules, position/benefit review and Patient-Centered Outcomes Research Institute (PCORI) fees.
Prepares and files Utility, Sales and Use, and withholding taxes including balancing, reporting, and wiring funds maintaining state and federal compliance for the City and component units, as applicable.
Prepares and files periodic North Carolina Department of Revenue utility tax customer refund filings.
Prepares City’s and component units of the City annual sales and use tax refund reports.
Prepares and submits quarterly 941s, North Carolina-5, Employment Security Commission, Annual W2s; 401k reports, Orbit retirement reports and assists with the preparation of vendor forms 1099 for the City and component units, as applicable.
Serves as liaison between retirement system personnel and the City for retirement benefit reporting.
Serves as liaison with Human Resources Department to review annual payroll system updates that occur in the Enterprise Resource Planning software.
Conducts research, provides solutions, and ensures compliance for issues regarding payroll, taxes, benefit calculations, budget and other payroll issues when necessary.
Coordinates and prepares annual Affordable Care Act reporting to employees and the IRS.
Reconciles encumbrances to the general ledger; troubleshoots encumbrance issues.
Prepares a variety of reports including, but not limited to, North Carolina Green Power report, Annual Energy Information Adminsitration-176 and 861, monthly Energy Information Administration-857, North Carolina Utilities Gas report, North Carolina Utilities Electric report, Electricities Participant Survey, Unclaimed Property State report, and various surveys.
Coordinates and compiles data for the annual Law Enforcement Officers separation allowance and Other Post-Employment Benefits actuarial valuation studies.
Completes outside account and credit applications and provides documents as requested.
Reviews general ledger and performs end of month balancing of various general ledger accounts including: Golf Course credits and gift card balances, Payroll, and others as needed;
Prepares required monthly journal entries including helping hands, health and dental revenue, retirement wire, Powell Bill, and various others as needed.
Serves as a liaison for customer service, billing and purchasing divisions for matters that relate to accounting.
Performs quarterly audits related to police drug money in accordance with the equitable sharing program.
Prepares and submits reimbursements through the Federal Bureau of Investigations IPP system.
Prepares and submits monthly time reports and quarterly reimbursements for the Federal Marshals Service.
Prepare complex journal entries and related supporting data.
Prepares various spreadsheets, data and journal entries for the annual external audit;
Assists with preparing various footnotes for the Annual Comprehensive Financial Report;
Assists in preparing General Services Committee agendas and communication.
Maintains retiree insurance and Golf Course receivable accounts and processes monthly drafts.
Orders and maintains inventory of office supplies and equipment as well as submits facilities maintenance work orders for City Hall Finance areas.
Performs related tasks as required.
Minimum Qualifications
Thorough knowledge of the functions and operations of City and County organizations; thorough knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting; thorough knowledge of the state laws and local ordinances applicable to fiscal administration; ability to interpret and apply Federal, State and Local fiscal regulations; ability to analyze and correct financial problems and accounting errors; ability to conduct detailed research and prepare reports and findings; ability to establish and maintain effective working relationships with other employees, agency officials and the public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in accounting, finance, or related field and considerable experience in accounting and payroll work. Experience in governmental accounting preferred. Proficiency in Word and Excel required.
Other Qualifications
Possession of appropriate driver’s license valid in the State of North Carolina.
