We are looking for our next Police Captain and in that, a contemporary law enforcement leader with a proven passion for community policing. You excel in long-term and big-picture thinking, and can strategically prepare your assigned Division for the future. Comfortable with leading change, you should be open to new approaches from a variety of sources, and be adept at balancing competing demands and priorities. As one who encourages ideas and input from others, the individual selected will have a history of working collaboratively with partners on shared challenges and major initiatives. Partnering with the community to improve the quality of life and crime issues by being innovative, courageous, and compassionate is the Napa PD community-based policing philosophy.

As an inspiring leader and strong people manager, the candidate selected will exercise a steadfast commitment to the continuous development of leaders at all levels of the organization. The ideal candidate will be a progressive servant leader, that is an effective mentor who genuinely values people and embraces the opportunity to lead and develop a department, while being skilled at holding others and themselves accountable.

Previous experience serving as an effective collaborator with a history of success with building relationships that strengthen the fabric of a community will be expected. You will convey sophisticated cultural competency and offer a hardworking track record of maintaining public safety in close partnership with a community. Positive and upbeat in nature, the ideal candidate will be extremely approachable and relatable. Sensitive to the varying information needs of internal and external partners, you're a credible and open communicator. In addition to meeting qualifications, you will have experience in demonstrating:
  • Technical/Professional Knowledge and Skills: Having achieved a satisfactory level of technical and professional skill or knowledge in functional areas related to the position of Police Captain; maintains a solid understanding of policies, procedures and the law; keeps up with current developments and trends in law enforcement.
  • Decision Making: Demonstrate an ability under pressure to identify priorities and assert command and control over a major incident or incidents to promote public safety through managing, deploying and directing personnel and resources; think critically; communicate effectively; understand and employ the Incident Command System (ICS) as appropriate. Identify and understand problems and opportunities by gathering, analyzing, and interpreting quantitative and qualitative information; taking action that is consistent with available facts and constraints and optimizes probable consequences.
  • Building Trust: Interacting with others in a way that gives them confidence in one's intentions and those of the organization.

PROMOTIONAL SELECTION PROCESS ELIGIBILITY
In order to participate in a promotional examination an applicant must meet the following requirements at time of application:
  1. Have permanent status in the classified service at the City of Napa.
  2. Have received an overall satisfactory rating on most recent evaluation report.
  3. Be receiving a salary less than the salary of the position for which the exam is given.
  4. Possess the minimum qualifications of the class.

This recruitment and examination is being conducted to establish an eligibility list. This eligibility list may be used to fill future similar vacancies as they occur during the active status of the employment list. The active status of this employment list will be for six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

SELECTION PROCESS
The City of Napa utilizes a Civil Service Selection System founded on merit. Such a system is competitive and based on broad outreach efforts and equal opportunity for qualified applicants to take part in a process designed to determine the qualifications, fitness and ability of competitors to perform duties of the vacant position. Many of our recruitments are targeted and specific to the needs of a current vacant position, in which case, an eligible list may be exclusively used for that current vacant position. Other recruitments and eligible lists may be more broadly used for both current and future vacancies, or for other alternate jobs with comparable scopes of work.

Candidates who have participated in a testing process for a recruitment are not eligible to re-take the same test within six (6) months. 

What happens next?
  • We will review your application and all supplemental materials to select the best qualified applicants to continue in the selection process. Application appraisal includes a review of qualifications, education, training, and experience related to the job, as well as supplemental questions if applicable.
  • Applicants moving forward in the selection process may be asked to participate in any combination of the following (at any phase of the selection process): online assessment, written examination, job-related exercise, phone interview, and panel interview. These testing steps may be conducted on a pass/fail basis, and/or percentage-based scoring methodology. 
  • Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months but may be twelve (12) months depending on the classification.  
  • When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
