Description
The Security Program Analyst supports the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Field Security Division (FSD) to deliver security services to domestic and international USCIS customers. FSD supports OSI coordination and acts as liaison to USCIS field entities. FSD is responsible for the full range of security program implementations at USCIS locations; facility security design and management, Identity Control and Access Management, including implementation of Homeland Security Presidential Directive 12 (HSPD-12) and the issuance of DHS Personal Identity Verification (PIV) cards, the Contract Security Guard Program, badges and credentials, and the issuance and handling of Secure Forms and OSI Sensitive Property. The SME provides security program consulting support to assist OSI in fulfilling its responsibilities for strategic enterprise security management and mission critical USCIS security functions.
Specific duties include but are not limited to the following:
- Provide Operations Security (OPSEC), Active Assailant, and Facility Operational Security Planning expertise, technical assistance, and support to OSI Regional Security Chiefs/Deputies, and Field Security Managers. Assist in quality management and review of variety of Security Plans and Reviews.
- Access Secret information to assist the Government with development of security countermeasures in response to classified USCIS facilities-related surveys, assessments, and data. Assist with developing security countermeasures for the Government and will have to know the threat or vulnerability which requires countermeasures.
- Provide subject-matter expertise in support of the regional Operations Security (OPSEC) program to include assisting with implementation of regional OPSEC planning, awareness, training, and assessments.
- Provide subject-matter expertise in support of the regional active assailant program to include assisting with implementation of active assailant planning, awareness, training, and assessments.
- Recommend physical security countermeasures or solutions to technical and programmatic challenges.
- Prepare in draft form for the Government, technical reports, briefs, and papers that support field security program initiatives.
- Travel to USCIS locations within the contiguous United States. Travel requirement will be 25% or less of the work schedule annually.
- Maintain databases, web content, records, or other files as needed.
- Provide a monthly status report by the 5th day of the month summarizing support of various physical security programs; and reports for every trip made in support of Physical Security Support projects and initiatives.
- Prepare monthly, quarterly, or annual reports to support security program objectives
- Analyze and identify trends or issues within all types of Security Reviews to include secure forms reviews, sensitive property reviews, National Security Information reviews, application support center reviews, or any other security reviews in support of the supported security office.
- Provide support to development of variety of security plans to include Facility Security Plans, Mail Security Plans, Control Objectives for Security Infrastructure, Active Assailant (shooter), and OPSEC plans. Review plans for quality assurance and adherence to applicable federal and USCIS standards.
Requirements
- U.S. citizenship
- Associate degree or higher
- Two (2) years’ experience providing security program support
- Demonstrated knowledge and experience in security protocols and disciplines.
- Excellent Microsoft Office Skills, including familiarity with MS SharePoint
- Strong oral and written communication skills
- Ability to meet all health requirements, including but not limited to, current and future vaccination requirements for infectious diseases such as COVID-19
- Ability to successfully complete a criminal and credit history background check
- Ability to obtain and maintain a Government suitability determination/security clearance
Work Environment:
- Full-time position, Monday – Friday
- Primarily an office environment but may also include other work environments as required
- Onsite at federal facility in Camp Springs, MD - no telework
