Overview:

We are recruiting for a Purchasing Technician to join our Corporate team in-person in Fresno, CA.

 

Works closely with the Purchasing Manager and other members of the health center management team to:

  • Ensure that the UHC purchasing process and its policies and procedures are followed diligently. Approval processes, record keeping, efficiencies, shortfalls, etc. must be followed, documented, reported and oversight provided for all.
  • Ensure that inventories at all UHC sites are accurate, adequate, timely and that vendor communication and interaction is proactive, constant and productive.
  • Ensure that all aspects of the mailroom from delivery to out-going, from mass mailing to distribution, and from expedited merchandise to routine package handling are running smoothly, efficiently and supports the patient oriented mission of all UHC health centers and departments.
Responsibilities:

Purchasing responsibilities

 

    • Supports the cost containment measures of the organization by ensuring that materials purchased are approved as part of the UHC Purchasing Program and within expectations for the department/health center order.
    • Supports the department by ensuring that department recordkeeping is systematic, up-to-date, and accurate.
    • Ensures that efficiency of the Purchasing Department by maintaining the system of ordering materials, supplies, and equipment for UHC.
    • Supports the overall goals of the health center by communicating with all department representatives for supplies and budget guidelines.
    • Protects UHC overall budget by ensuring that returns are processed and credits issued to the organization.
    • Works to ensure that health center personnel have the materials and resources they need in a timely manner by proactively dealing with invoice problems and the resolution.
    • Coordinate Material Safety Data Sheet system with Safety Coordinator and/or Facilities Manager.
    • Supports the purchasing program by confirming order quantity, pricing, and availability.
    • Ensures the smooth operation of the Purchasing Department by tracking order follow-up (telephone/email communication) and communicating problems to ordering personnel.
    • Responsible for the Purchasing Department organization by ensuring the accuracy of all orders and creation of purchase orders.
    • Supports the organization by taking responsibility for approving and communicating orders to vendors.
    • Supports the organization by taking responsibility for the health centers’ annual standing purchase orders.
    • Ensures the accuracy of the inventory and order process by checking in all deliveries/packages and ensures they are distributed appropriately
    • Organizes storage and cataloguing supplies/equipment in accordance with department and health center procedures.
    • Supports the organization and department by assisting the Purchasing Manager with standardization compliance of purchasing guidelines.
    • Supports the organization by ensuring audit compliance and order accuracy by running reports.
    • Work closely with accounts payable personnel for new vendor set-up.

 Inventory responsibilities

 

    • Supports the quality improvement and compliance goals of the health center by ensuring that UHC meets with required regulations as defined by BPHC and other contracted entities.
    • Ensures that UHC receives ordered materials by comparing merchandise invoices to items actually received to ensure that shipments are correct.
    • Assists departments by receiving, opening, unpacking and ensuring delivery to appropriate health center site and/or department.
    • Works with other members of the Purchasing Department to ensure that stock shelves, racks, cases, bins, and tables have standard office supplies for departmental use.
    • Supports the department by taking inventory or examining merchandise to identify items to be reordered or replenished.
    • Ensures accurate inventory by enter data for quantities of parts received and/or transferred between health center locations.
    • Ensures accurate inventory by being responsible for on-site inventory and cycle count adjustments.
    • Responsible for the troubleshooting of quantity discrepancies with manufacturing and inspection personnel.
    • Organizes the purchasing department by gathering purchase orders and backs up paperwork (e.g., order forms, purchase requisitions).
    • Ensures that ordered merchandise is received and in good order. Along with this, the invoices from the either the distribution company or merchandiser match and are attached to the UHC purchase orders.
    • Ensures that UHC pays for general purchasing by being responsible for submitting purchase orders with invoices attached to the Finance Department (specifically, Accounts Payable).
    • Ensures that the organization remains on budget by reporting items that are overcharged from what was understood and reports discrepancies to the Purchasing Clerk and/or Purchasing Manager.
    • Prepare and participate in yearly physical inventory.

Mailroom responsibilities

 

    • Supports the needs of the organization by competently operating the mail service equipment the organization. This includes the postage, complex inserts, sorters, bar coders, and fax machines.
    • Communicates and serve as liaison for mail service with other departments within the organization.
    • Supports the teamwork within the health center by delivering supplies needed for mailing projects to those departments working on such projects.
    • Ensures that the mail process operates in smoothly by regularly cleaning and adjusting the machines when necessary.
    • Processes and maintain records and logs of mailing to ensure that jobs are completed in a timely manner.
    • Ensures that mail is sorted, distributed, as well as and collect any US mail, USPS, and FedEx mail that is outgoing from the health center.
    • Supports teamwork by making special exceptions to pick-up and deliver materials for special mailings.
    • Ensures that the Purchasing Department is ready for special mail requests and general operations by making sure that inventory mailing supplies are on hand.
    • Order necessary mailing materials as necessary.

 

 

Qualifications:

EDUCATION

  • High school Diploma or equivalent.

 

LICENSE/CERTIFICATION:

  • Possess a valid CA Driver’s License

PRIOR EXPERIENCE:

  • Minimum 2 years of experience in purchasing or procurement processes, preferred.

SKILLS:

  • Excellent problem-solving and decision making skills; sound judgment
  • Excellent communication skills and is able to quickly build and maintain rapport with staff.
  • Possess basic math skills
  • Customer-service oriented
  • Strong computer skills (including MS Office products)

PHYSICAL REQUIREMENTS:

  • Must be able to lift up to 20 pounds and push up to 50 pounds (on wheels).
  • Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to patients and staff.
  • Must be able to read memos, computer screens, personnel forms and clinical and administrative documents.
  • Must have high manual dexterity.
  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouch, reach, kneel, twist/turn

 

The pay range for this non-exempt position starts at $27.95 an hour. Our salary ranges are dependent on knowledge, skills, and experience.
