JOB TITLE: RESIDENTIAL FACILITY ASSISTANT ADMINISTRATOR
LOCATION: River's Edge Acute Center for Healing (REACH), Hermiston, OR
FLSA: 1 FTE Exempt (expectation to work 40 hours per week) Friday - Tuesday 8am to 5pm
SUPERVISOR: Residential Administrator
Pay Grade: B09 ($56,700 - $82,700 annually, depending on experience)

DESCRIPTION
This position provides daily general oversight of the operations of Residential Treatment Facility. The facility provides a residential setting to assist with the stabilizing and recovery of clients who have a severe and persistent mental illness. This position works closely with the Administrator of the facility to ensure a high quality of care.
SUPERVISION
Supervision Received
This position is supervised by the Residential Facility Administrator. In their absence this position reports to the Residential Program Manager.
Supervision Provided
This position directly supervises the Residential Associates (RA’s). This position also provides daily general oversight of the operations of Residential Treatment Facility in coordination with the Facility Administrator. The facility provides a residential setting to assist with the stabilizing and recovery of clients who have a severe and persistent mental illness. This position works closely with the Administrator of the facility to ensure a high quality of care.
ESSENTIAL DUTIES & RESPONSIBILITES:
I. Professionalism

- Establish effective relationships with fellow CCS employees; city, county, and state representatives; as well as vendors, agencies and other professionals.
II. Coordinate program activities with the Facility Administrator/Clinical Supervisor
- Assist with the development and maintenance of program structure and guidelines.
- Assist with monitoring all aspects of the program operations and resident support services for the stabilizing of individuals with severe and persistent mental illness.
- Assist with the daily oversight and coordination of the on site and off site visits and appointments.
III. Supervise personnel
- Provide supervision to the Residential Associates, and QMHA’s in the absence of the Clinical Supervisor.
- Collaborate with the Facility Administrator with annual performance reviews for Residential Associates.
- Provide training and support to staff who provide the 24-hour residential support services to the clients.
- Develop and maintain staff schedule, assuring client supervision and support; and review and verify timecards.
- Track staff attendance and ensure timely supervision when necessary, in accordance with agency personnel policies.
- Grant sick leave time, planned vacation time, etc., ensuring adequate relief coverage.
- Assist with documenting supervision and disciplinary action in conjunction with the Leadership Team and Human Resources.
- Assist with supervising, training and evaluating staff; provide/coordinate re-training and evaluate performance and make recommendations with the Leadership Team.
- Coordinate/participate in staff meetings and trainings.
IV. Administrative duties
- Operate and use modern office equipment including computer to compute, classify, record and verify numerical data.
- Maintain up-to-date personnel, client, and program records including the accounting of client and facility funds, training and activity records and medical and health supports.
- Support compliance of household budget and petty cash.
- Stay up to date with all required trainings and attend offered CCS trainings.
- Work collaboratively with the Human Resources department on recruitment activities and support applicant tracking documentation for AA/EOE reporting purposes, if applicable.
- Assure that program and client supplies are purchased in a timely manner, maintained in adequate supply, and stored in a safe and sanitary manner.
- Attend to safety and physical facility issues as they arise.
- Establish and maintain an accessible and up-to-date filing system of client, personnel and program information.
- Provide support to the Clinical Supervisor to assure timely production of program-wide uniform clinical documentation.
- Track incident reports and ensure reportable incidents are reviewed and sent to the state according to policy. Liaison with community providers and/or partners as needed.
V. Leadership
- Is accessible by telephone for emergency purposes and provides responsible support, documentation and follow-up in a timely manner.
- Remains within one hour of the program during on call hours.
- May need to fill-in and provide direct/physical care to clients or provide adequate shift coverage in emergency situations.
- Knowledgeable about OAR and applicable rules and standards of other pertinent regulatory agencies, such as OSHA.
- Demonstrate flexibility adapting to program changes, act independently, take initiative and problem solve complex issues by developing alternatives and solutions.

- Participate in supervision, accept feedback, and offer feedback to others.
- Demonstrate the ability to develop therapeutic rapport with clients and maintain clear, consistent, appropriate, and therapeutic boundaries.
- Maintain professional confidentiality of personnel, client and program information, and protect client confidentiality while in the community.
- Role model and promote CCS’s philosophies and vision in the program.
VI. Safety of Milieu
- Effectively assess and manage crisis situations.
- Demonstrate effective verbal intervention skills in de-escalating clients.
- Demonstrate ability to identify high-risk situations and manage aggressive behaviors.
- Maintain clean, sanitary, and safe conditions; for example, sweeping, mopping, vacuuming, window washing, etc both routinely and as needed. Report all hazards.
- Observe clients for changes in behavior and promptly report these changes to clinical supervisor.
- Demonstrate knowledge and understanding of safety procedures, fire drills, and evacuation plans. Conducts evacuation/fire drills as assigned.
- Remain up to date on all trainings.
VII. Clinical
- A portion of time may be spent providing services and support for residents to help them develop appropriate skills to increase their level of functioning.
- Assist with clients experiencing crisis situations.
- Provide leadership and direction to the therapeutic milieu.
- Maintain an active, visible, regular and reliable presence in the milieu.
- Maintain ongoing awareness of the state of the program and of individual and group issues as they occur, and keep the Facility Administrator/Clinical Supervisor and other management staff informed as needed.
- Participate in weekly groups with residents.
VIII. Safety Work Environment
- Increasing leadership in showing commitment and support of safe work practices.
- Assures fire and evacuation drills are conducted and maintain records in accordance with OAR requirements.
- Perform all work tasks in a proper and safe manner per established policies, procedures, and guidelines.
- Perform all job responsibilities in accordance with prescribed safety and infection control procedures including thorough hand washing, use of disposable gloves where indicated, and proper disposal of soiled materials.
- Contribute to ensuring the work environment is safe and well maintained to prevent unnecessary injury, time loss, and agency expense.
- Comply with all federal, state, and agency health and safety reporting requirements.
- Other duties as assigned.
Requirements
MINIMUM QUALIFICATIONS:
- ABILITY TO EFFECTIVELY COMMUNICATE VERBALLY AND WRITTEN.
- HIGH SCHOOL DIPLOMA OR EQUIVALENT. EXPERIENCE IN PSYCHOLOGY, COUNSELING, OR OTHER HUMAN SERVICES RELATED FIELD.
&
- TWO YEARS OF SUPERVISIORY EXPERIENCE IS PREFERRED.
- MUST DEMONSTRATE GOOD RECORD KEEPING SKILLS AND KEEN ATTENTION TO DETAIL.
- PREFER PRIOR EXPERIENCE WORKING IN A RESIDENTIAL SETTING.
Current Driver’s license & able to obtain OREGON DRIVERS LICENSE, OR within 30 days of hire.
CRIMINAL BACKGROUND CHECKS:
Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.
In addition to a pre-employment background check, each employee, volunteer and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract.
PERSONAL AUTO INSURANCE:
Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings.
Must show proof of $300,000 or more liability coverage for bodily injury and proof of $100,000 or more for property damage, and maintain said level of coverage for the duration of employment at CCS.
The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.
PHYSICAL DEMANDS:
This position requires an individual to be regularly available for work as scheduled. Position requires professional and personal skills to cope with stress associated with work involving a high degree of mental, emotional and physical demands. This position also requires the ability to bend, stoop, push and pull on an ongoing basis. This position may require an individual to lift and transfer clients using a two-person lifting technique. This position may involve working overtime, weekends, evening or overnight awake shifts. Must be willing to work a flexible work schedule depending on community and resident needs. WORK ENVIRONMENT:
Work will generally occur at the residential treatment program and throughout the community. This position requires travel.
The noise level in the office environment is usually moderate, but occasionally one may be exposed to loud noises. The noise in the community, including the homes of customers, is often difficult to predict. Occasional out of area travel and overnight stays will be required for attendance at meetings and/trainings.
