The Senior Business Lead will play a pivotal role in advancing Ontario’s commitment to putting patients before paperwork. This role is responsible for leading the strategic coordination and implementation of digital health solutions that reduce administrative burden on clinicians, eliminate outdated processes like faxing, and improve access, safety, and experience for patients. Operating without direct reports, the Senior Business Lead influences system-wide change through collaboration, clinical insight, and strategic execution.

The Senior Business Lead will be clinically experienced and strategically minded driving the “Patients Before Paperwork” initiative—an enterprise-level effort to modernize healthcare workflows and improve patient access through digital innovation. This role leads and coordinates one or more high impact workstreams across the province, including referral optimization, eOrdering (labs), ePrescribing, eForms, and related initiatives.

This role will operate with a high degree of autonomy, collaborating across clinical, operational, and digital domains to ensure solutions are scalable, safe, and aligned with provincial priorities.

Here is what you will be doing:

  • Work closely with both external partners and within the OH team to build and execute digitally/virtually enabled care programs that meet clinical needs and achieve Key Performance and Clinical outcome Indicators including:

    • Provide ongoing strategic clinical direction in partnership with designated OH physician clinical leads

    • Leading cross-functional internal and external teams which will include any combination of strategy, marketing, communications, procurement, IT operations, policy, government, funders, product development, regional deployment teams, provincial change management/customer experience teams, privacy, security and evaluation/analytics.

    • Manage complex, not-always-aligned relationships between physicians, technology vendors, healthcare providers, researchers and OH partners.

    • Establish strong partnerships with OH peers working in the Regions.

    • Report to the MOH on ongoing progress and achievement of project status and key clinical outcomes

    • Provide expertise in the implementation, clinical adoption, and ongoing evaluation for large scale change management

    • Communicate vision and clinical outcomes for relevant models of care to key partners, clinical advisory tables and working groups

    • Champion clinical engagement and adoption with providers and other key partners.

    • Support the management of contractual obligations with vendors and liaise with legal, procurement and finance teams to ensure compliance with agreements as needed for Primary Care initiatives

  • Leverage and incorporate existing benefits evaluation models focused on access, quality and integration to assess the health system outcomes.

  • Develop strategy, specific plans, and proposals for OH projects and programs and collaborate on the development of tactical deployment plans with the support of project managers

  • Provide professional expertise, functional knowledge and strategic advice to OH executive sponsors and staff to ensure a coordinated approach to Pb4P activities in response to a range of often highly complex issues and risks requiring new, innovative, evidence-based recommendations.

  • Develop and present new ideas and conceptualize new approaches and solutions to convey those ideas, concepts and solutions to an executive audience.

  • Utilize project and change management principles and monitor performance through regular tracking of key metrics.

  • Develop OH Sustainability Plans to sustain and grow target models of care and ensure they are aligned with MOHTLC, OH Regional and OHT priorities.

  • Perform other related duties as assigned by the manager.

Here is what you will need to be successful:  

Education and Experience 

  • Registered Clinical professional or related bachelor’s degree in Health Administration, Healthcare Informatics, related disciplines.

  • Master’s degree in Health Administration, Health Informatics, Clinical, Education preferred.

  • Minimum 10 years’ experience in health setting, and/or as a health technology vendor or consultant with evidence of thorough understanding of health care system and system partners.

  • Experience in delivering digital/virtual care (as a clinician or as an administrator) is strongly preferred especially in any of the following areas: eReferral, central intake, eOrdering (labs), ePrescribing, eForms (administrative forms).

  • Experience in developing strategies and their execution, for adoption and uptake of digital/virtual care.

  • Experience in overseeing large, complex projects at the intersection of health and technology.  Project management designation/certification is an asset.

  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic/experience requirements.

Knowledge and Skills

  • Knowledge of Ontario Health’s legislated partners and their priorities, requirements for effective engagement

  • Sophisticated relationship manager with a passion for transforming access to health care, and strong experience in working with clinicians, data scientists, government/regional administrators and technologists.

  • Able to effectively develop “big picture” strategic plans, as well as implementing innovative healthcare digital technologies in a clinical environment, delivering results, on time and on budget.

  • Effective communicator, able to communicate effectively and concisely, both orally and in writing, including effective presentation skills.

  • Excellent problem-solving skills, organizational, project management, decision making and analytical skills. Able to develop creative and innovative options to enable managed risk. Knowledge of emerging healthcare and technology issues, challenges and gaps in ensuring equitable and effective health care across Ontario.

  • Self-starter with outstanding customer service ethics, strong leadership and change management skills.
