Under general direction, the purpose of the position is to supervise maintenance and operations crews engaged in manual skilled labor in the maintenance and repair of the utilities system and its components. Employees in this classification provide directional support to maintenance, repair and trades staff. Position is responsible for ensuring all work performed adheres to established safety standards, building codes and regulations, and legal guidelines applicable to the work. Performs related work as directed.
Position Duties
Meets with the Water and/or Wastewater Superintendent and/or Utility Operations Manager for the purpose of obtaining daily tasks to be completed by the employees under my supervision.
Inputs and extracts data from Work Management Software program for ongoing and completed work orders initiated by City Hall and my direct supervisors.
Conducts maintenance of all pressurized pipe within the City limits including potable water, sanitary sewer, force mains, lift stations, reclaimed water mains, and vacuum sewer; conducts maintenance and repair of the AMR/AMI metering system and registers.
Assists the Maintenance Supervisor and Utility Operations Manager on finding the best strategy for conducting specific jobs and carrying out those tasks in a timely and professional manner.
Maintains awareness of all MOT related procedures and policies while working either adjacent to or in the roadway.
Draws and interprets blueprints and drawings, installs sewer taps, water taps, meters, and other related tasks.
Interacts with the public to resolve customer complaints and to ensure that tasks performed around their property within the public right of way is to their satisfaction after all restoration has been completed.
Trains new employees on job performance standards as well as proper employee procedures and policies.
Responsible for the setting up Maintenance of Traffic to ensure employee safety as well as the safety of the public; ensures personnel are equipped with all safety attire. (PPE's)
Prepares cost estimates and maintains work records of assignments.
Conducts meter leak detection procedures and delinquent payment collections and other related duties.
Purchase supplies and maintains inventory records.
Serves on call for emergencies 24 hours a day.
ADDITIONAL POSITION FUNCTIONS
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
Minimum Qualifications
Associate's Degree or specialized courses/training equivalent to satisfactory completion of two (2) years of college in Pre-Engineering, Utilities Maintenance, Water and Wastewater Technology or closely related field; supplemented by four (4) years experience in water and sewer construction and maintenance or closely related experience.
Requires the following certifications/licenses:
Florida Department of Environmental Protection Level 3 or higher Water Distribution System Operator License and the Florida Water and Pollution Control Operators Association Wastewater Collection Class C or higher Certification. Employee without said license/certificate will be allowed 12 months from date of employment to attain both license/certification.
Maintenance of Traffic Certification. Employee without said license will be allowed (6) six months from date of employment to attain this license.
Must possess and maintain a current and valid Florida Driver's License.
Must possess and maintain a Florida Class B Commercial Driver’s License. Employee without said license will be allowed (6) six months from date of employment to attain this license.
Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher level Emergency Operations Center (EOC), MACS, and ICS related training.
Other Qualifications
Thorough knowledge of water, wastewater, and the reclaim water system construction, maintenance, repair practices and procedures.
Thorough knowledge of/ and skill in the use of tools, equipment, and materials used in the water, wastewater, and reclaim water construction, maintenance, and repair.
Considerable knowledge of the hazards and dangers in Utility system work and ability to establish and enforce safety standards and safe operating procedures.
Ability to instruct and train personnel in all aspects of water, wastewater, and reclaim water construction, maintenance, and repairs including reading and making filed repairs to water meters.
Ability to read and work from construction plans.
Ability to relate to the public in a manner conducive to maintaining and enhancing the image and reputation of the city.
Must be able to conform with all state and government regulations pertaining to the utility system.
PHYSICAL REQUIREMENTS
While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 50 pounds.
While performing the essential functions of this job the employee is occasionally required to push and/or pull over 100 pounds.
While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, and toxic or caustic chemicals, work near moving mechanical parts, and risk of electrical shock.
