About the Department

The incumbent performs planning functions involving the gathering and reporting of data; preparation of graphic materials; assistance to the general public; and assistance with the Planning and Zoning Board Incumbent coordinates development applications, reviews and correspondence with the development community, general public and staff within multiple departments.  Work assignments are made both, orally and in writing. Work is performed with considerable independence within established policies, procedures, and regulations. Work is reviewed through observations, reports, and results obtained.

Position Duties

  • Creates graphic representations for official mapping and for special reports and presentations utilizing GIS (ARCMap) database, and spreadsheet software.
  • Assists the planning staff and the public on issues relating to zoning, the Comprehensive Plan, and other planning issues.
  • Assists with the collection and processing of various applications that require review by the Planning and Zoning Board, and other City Boards as needed, including review coordination with other departments, public hearing notifications, advertising, and posting of properties.
  • Provides zoning information to the public both in person and in writing.
  • Identifies zoning and non-conforming sites for business tax receipts including rejecting those that do not meet city code.
  • Assists in the review of concurrency applications and the maintenance of concurrency records.
  • Acts as the recording secretary to the Planning and Zoning Board and assists in the preparation of Board packages and presentation materials.
  • Engages in special research projects and other similar tasks.
  • Performs other assigned duties as assigned.

Minimum Qualifications

  • High School Diploma or equivalent.
  • Three (3) years of related experience in a local government planning agency utilizing pertinent local zoning ordinances.
  • Or equivalent combination of education and experience. 
Preferred Qualifications:
  • Associate's Degree or Bachelor's Degree in Planning, Geography, GIS, or related field 

Licenses, Certifications or Registrations: 

  • Must possess and maintain a valid Florida driver’s license. Applicants who possess a valid out of state driver's license must obtain the Florida driver's license within 10 days of employment

Other Qualifications

  • Knowledge of technical GIS (ARCMap), Access and spreadsheet applications. 
  • Knowledge of personal computers or the Ability to learn the use of personal computers including various GIS applications as well as spreadsheets, Access, and Power Point.
  • Skill in using highly technical computer applications, such as GIS or CAD.
  • Ability to draft neatly and accurately.
  • Ability to research and analyze data and present it in graphic form.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to work quickly and accurately to meet deadlines, and to handle multiple tasks as needed.
  • Ability to establish and maintain effective working relationships with associates, other City employees and the public.
  • Ability to sit and type continuously for periods longer than 30 minutes.
  • Ability to look at a computer screen for long periods of time.
  • Ability to carry on conversations with public and other staff members.
  • Ability to handle more than one incoming phone call at a time.

Physical and Mental Requirements:

Sedentary work requiring up to 10 pounds of force. Additionally, the following physical abilities are required: balancing, crouching, feeling, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
