About the Department

This position is responsible for assisting in coordinating and directing operations of an assigned department. Responsibilities may include supervising staff; managing grants; and managing department contracts.       

Position Duties

(These duties are a representative sample; position assignments may vary.)

  • Supervises staff to include: prioritizing and assigning work; coordinating staff training; and supporting personnel procedures. 
  • Manages federal grants, including: managing compliance with regulations; initiating drawdown of federal funds; approving fund disbursements; and preparing grant reports. 
  • Coordinates operations and financial information for component units, including: reviewing and approving financial disbursements; calculating reimbursement amounts; reviewing and approving reports; and performing related tasks. 
  • Manages department contracts, including: reviewing invoices and resolving discrepancies; monitoring compliance with contract terms; and managing contract budgets. 
  • Prepares budget, performance, and related reports. 
  • Manages daily operations, including: approving expenditures; reviewing and approving purchase requisitions; and approving payroll. 
  • Demonstrates regular and predictable attendance, including attendance at required meetings.

Minimum Qualifications

KNOWLEDGE:

  • Supervisory principles;
  • Computers and related software;
  • Applicable federal, state, and local laws, rules, and regulations;
  • Accounting principles;
  • Grant management principles.
SKILLS:
  • Supervising staff;
  • Preparing reports;
  • Managing contracts;
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, the general public, and others to exchange or convey information.

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.

Other Qualifications

Bachelor's degree in Economic Development, Urban Planning, Marketing, Accounting or related field/Master's degree preferred with 5 years of related experience and some supervisory experience; or, all required certifications and 7 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  Exposure to governmental accounting and grants preferred.

LICENSING REQUIREMENTS:

  • Valid State of Michigan Driver's License
