As a Manager Technical Training and Operating Procedure, you will be responsible to establish, implement, and maintain a structured training program and Operating Procedure program for Terminal Operations personnel within Canada and the United States; allowing for delivery of programs that provide a consistent level of competency. Your goal will be to provide leadership, direction and skills development for the Training Coordinator and Operations Specialists to support all terminal operators. Your success will be to provide direction and skills development for the terminal operators.

Your Responsibilities:
Provide leadership, direction and skills development for the Training Coordinator to support all terminal operators with the LMS, training reporting and the training matrix
Provide Leadership and direction to the Terminal Operations Specialist Team (CA and US) supporting the implementation of Process Safety Management (PSM) elements at their terminal, ensuring consistent procedure development, and ensuring identified risks are communicated and mitigated consistently at all Terminals through operating procedures and communications. In maintaining a dotted-line relationship, provide specific direction and input on daily activities, as well as coaching, goal setting and input on year-end reviews
Create, deliver and execute ongoing review of a training program that provides a consistent level of competency that can be validated and maintained. Identify deficiencies in existing supporting programs and drive positive changes/updates to fit the actual needs. Manage outside resources in developing and delivering training
Identify content to be included in training programs and the Operating Procedure program, determine best methods for delivery of content and aid in development of training materials (both generic and site specific) to meet state, provincial, and federal regulatory requirements, as well as all operational requirements at Inland and Marine Terminals in Canada and USA
Develop/source training management system to measure and track operator competency as they progress through programs. Responsible for creation, delivery and ongoing review of the programs that provides a consistency at all terminals
Identify areas of non-compliance in training and safety causing the development of action plans to mitigate risk
Create training audit process to monitor and validate the integrity of program. Responsible to identify required operating procedures as per PSM requirements and for projects before PSSR sign off
Provide regular reporting on process, operator progress, compliance, etc. Responsible for providing the Documentum Requirements, Workflows and operating procedure status reporting
Develop short, intermediate and long term implementations of systems to address training requirements
Develop/ review and establish operating procedures to support Terminals using best practices, knowledge of the business and different aspects of facilities. Training operations teams ensuring understanding of procedure requirements for development, review for expiration and procedure use
Implement the Employee Participation element of PSM and develop Operations for consistent involvement in the PSM elements and their role within the following elements: Management of Change; Operating Procedure; Training; Safe Work Practices; Incident Investigation; Process Hazard Analysis; and Contractor Safety

Travel is a requirement for this position
Your Experience:
Education: Bachelor degree or designation in a discipline such as Business, Engineering or Process Safety Mgmt is an asset
Knowledge & Experience: minimum of 7 years of progressive experience in Oil and Gas
Prior management experience is an asset
Knowledgeable and experienced in the execution of terminal projects
