About the Department

The Water Meter Technician performs daily tasks such as meter reading, meter installation, and replacement of all water meters within the City. The technician ensures that all meters within the City are accurately read, accomplished within a designated cycle, and submitted to utility billing in a timely and accurate manner. The position also completes proactive and reactive meter replacements throughout the City and performs tests for water meters for accuracy.  
 
Under direct supervision of the Water Metering and Locating Supervisor, the Water Meter Technician also conducts field investigations, troubleshoots meters, and meets with residents and customers regarding meter and/or consumption concerns.

Position Duties

Download and upload reading routes using Itron & Munis software programs. Drive routes to collect water meter reads using an automated meter reading system (AMR). Meet established reading schedules and deadlines. Obtain a visual read for meters that did not import with the AMR system. Provide meter maintenance information to leadership, as necessary.

Facilitate updates to Itron meter reading software. Resolve issues with meter reading and water billing software systems. Accurately input meter & ERT serial numbers into Munis. Input detailed notes and research consumption history in Munis.

Meet with customers to reconcile meter investigation work orders that are generated by the water billing staff. Submit a weekly report. Communicate well with internal and external customers.

Investigate meter issues, and replace water meters, registers, and ERT’s as needed. Repair ILC wire from the register to ERT if damaged. Read, track, deliver, and pick up hydrant water meters. Install new water meters to residential and commercial accounts. Replace meter boxes and replace meter box lids as needed. Investigate service calls such as high bills, leaks, and low-pressure concerns.

Assist with turning water accounts on/off for repairs and transfers. Disconnect water accounts for non-payment. Complete re-reads, disconnect re-checks, and proactive meter replacements as assigned. Perform meter bench testing to determine the accuracy of water meters.

Responds to interdepartmental inquiries and requests. Assists with inventory control and equipment maintenance. Attend interdepartmental staff and vendor meetings as needed.

Provides water meter reports and maintains databases for the division and Department.  

Assists with the training of divisional staff on meter reading and water billing systems. Assists with updating Standard Operating Procedures (SOPs) for routine tasks. Attends continuing education classes and seminars when available.

May be called upon to assist other divisions within the Department and perform other duties as required.

Minimum Qualifications

High School diploma or GED equivalency is required. 

Work requires a basic knowledge of water systems. Knowledge obtained through a vocational school or technical college is preferred.

A minimum of one (1) year of experience in a customer service field is required.
 
Previous experience working with water or other utility systems is preferred.
 
An equivalent combination of education and job-related experience may be substituted on a year-for-year basis.

Must possess an Arizona Department of Environmental Quality (ADEQ) Water Distribution Operator Grade I Certification or be able to obtain the Certification within six (6) months of hire and must be able to maintain certification for the duration of employment. 
 
A valid Arizona Class D Driver’s license is required.

Other Qualifications

Work requires the ability to read schematics, construction plans, technical specifications, regulations, permits, Safety Data Sheets, O&M manuals, standard operating procedures, repair manuals, and more.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division.

Work requires the ability to write daily logs, reports, work orders, and general correspondence. Work requires the ability to draft memos and/or correspondence to internal and/or external customers.

Planning responsibilities include effective time management for daily work assignments and inspections; The position provides information to supervisors to resolve/discuss issues with meter reading and water billing systems.   

Position has no responsibility for supervision of others.  Works directly with and collaborates with other Public Works staff. Assumes responsibility to complete assigned projects with available resources. 

Work is governed by broad instructions, objectives, and policies. Completes tasks under the guidance of the Water Metering and Locating Supervisor, the Senior Water Meter Technician, and other system operators. Exercises initiative, independent analytical skills, and evaluative judgment.

This position makes contact with others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.
 
This position makes frequent contact with residents, customers, outside entities, groups, and the general public and must represent the City in a professional manner, including attitude and appearance at all times.
 
Ability to work in a constant state of alertness and safe manner is required.
 
Employee must maintain regular in-person attendance.
