About the Department
An employee in this position performs technical work in the maintenance, upgrades, and repair of Supervisory Control and Data Acquisition (SCADA) systems for water and wastewater operations. Work involves: the maintenance, repair, and calibration of electrical maintenance of metering and control instrumentation; calibration, repair, and mechanical maintenance of pumps, valves, and air compressors; and preventive maintenance on pumps, generators, chemical feed systems, blowers, motors, floats, wiring, coils, etc. at the plants as well as the lift and pump stations and other equipment for Harnett Regional Water.
Hiring Range: $54,216.00
Position Duties
- Responds to alarm situations at the water and wastewater plants as well as the lift stations and pump stations.
- Maintains master servers and radios in working order; maintains remote site radio and PLCs.
- Maintains tank level and sewer left station wet well transducers.
- Ensures that input and output relays are properly functioning.
- Assists electrical and control technicians at field/remote sites.
- Assists maintenance technicians at master sites.
- Installs and maintains instruments and equipment such as SCADA graphic modifications and quality control instrumentation.
- Establishes operating instructions and emergency procedures for various generators, chemical pumps, and quality control equipment; and recommends improvements to existing telemetry and instrumentation.
- Plans and participates in regular preventative maintenance inspections.
- Analyzes equipment for failures and malfunctions; isolates and repairs potential problems mechanisms.
- Develops and maintains publications relevant to instrumentation, control apparatus, and mechanical operations of major components.
- Assists electrical technician with troubleshooting electrical problems at plants, pump stations, and lift stations.
- Installs flow meters; runs conduit and various electrical wiring needs throughout the stations. Works on-call as scheduled.
- Performs other related duties as assigned.
Minimum Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Associate’s degree with courses in electrical and electronic disciplines;
- Or equivalent education
- Three (3) years of work experience in electrical and controls maintenance;
- Or equivalent education and/or experience;
- Possession of a valid North Carolina driver's license.
KNOWLEDGE, SKILLS, and ABILITIES:
- Knowledge of operating principles and practices, and the maintenance requirements of water and wastewater plant equipment, controls, and related machinery.
- Knowledge of methods, materials, and tools used in instruments and electrical device repair.
- Knowledge of instrumentation calibration equipment.
- Knowledge of computers and water/wastewater software.
- Knowledge of the safe use and operation and preventive maintenance of common mechanical equipment.
- Skill in operating equipment used on the job.
- Ability to establish and maintain effective working relationships with supervisors, co-SCADA technicians, and the public.
- Ability to read utility line maps and operation and service manuals.
- Ability to follow oral and written instructions.
- Ability to complete simple records of work activities.

PHYSICAL DEMANDS:
Must be able to perform heavy work exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; frequently requiring 30 pounds of force to move objects; and occasionally requiring exerting up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy, operate motor vehicles and equipment such as loaders and trucks; operate computers, read gauges, fit pipes, keep written records; and inspect for defects.
WORK ENVIRONMENT:
The employee is subject to hazards associated with wastewater and electrical/mechanical operations including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibrations, moving mechanical parts, electrical current, working on scaffolding, exposure to chemicals fumes, odors, dusts, mists, gases, poor ventilation, and oils. The employee may be required to wear a respirator. Work also requires on-call and call-back responsibilities. Work around raw sewage is also subject to the final standards of OSHA on blood borne pathogens.
The employee works at the water and wastewater plants, sewer lift stations and water pump stations and is on call 24/7.
