POSITION REPORTS TO: Solid Waste Supervisor, Solid Waste Foreman

LEADERSHIP:  Provides co-worker leadership to others through motivation, team building, and providing feedback.      

CONDITIONS OF EMPLOYMENT

  • As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
  • Possession of a valid Oklahoma driver's license with an acceptable driving record.
 
POSITION PURPOSE To provide quality of life to Enid residents through the efficient repair and supply of polycarts, and commercial dumpsters and removal of waste refuse from residential and commercial locations as designated.
 
ESSENTIAL FUNCTIONS AND BASIC DUTIES 
  • Maneuver dumpsters and containers for pickup, repair and redelivery.
  • Drive city vehicles between job sites and operate forklift to unload polycarts, dumpsters, and replace lids as needed.
  • Manipulate mechanisms, to include controls, signals, brakes, gears, and clutches to operate motor vehicle, primary pickups, in traffic. 
  • Operate control and mechanical apparatus to cause loading, compressing and dumping of refuse by the vehicle.
  • Repair or replace defective equipment parts, using hand tools and power tools, and reassemble equipment.
  • Perform routine preventive maintenance to ensure that machines run smoothly and do not deteriorate prematurely.
  • Provide directional assistance to the collection vehicle driver to ensure backing and other confining driving maneuvers are accomplished safely and in accordance with policy.
  • Use tools ranging from common hand and power tools, such as hammers, hoists, saws, drills, and wrenches and provide minor metal fabrication repair.
  • Diagnose problems and determine how to correct them.
  • Follow all safe working practices, be proactive in identifying dangers, and be knowledgeable of safety procedures applicable to the position to include, but not limited to working in and around traffic.
  • Check condition of equipment, commercial refuse containers, and other apparatus and report any defects, malfunctions or damage. 
  • Clean and lubricate shafts, bearings, gears, and other parts of machinery.
  • Dismantle devices to access and remove defective parts, using hoists, cranes, hand tools, and power tools.
  • Record type and cost of maintenance or repair work.
  • Assist driver of collection vehicle in maintaining cleanliness of the vehicle and ensuring that vehicle is checked daily and maintained in a safe operating condition.
  • Provide assistance to other departments as needed.
  • Performs other duties as required.

  • Refuse collection containers are well maintained and requested delivery times are met.
  • The Collection vehicle is clean and well maintained.
  • Employee understands and adheres to applicable safety policies.
  • Effective working relations exist with co-workers, supervisors and other City personnel. 
  • New employees are assisted. 
  • The City’s professional reputation is maintained.
 
QUALIFICATIONS 
EDUCATION/EXPERIENCE:    
No previous work-related skill, knowledge, or experience is required.    

CERTIFICATES/LICENSES:   
      
Forklift certification required 
Additional related training preferred. 

REQUIRED KNOWLEDGE: 
    
Basic knowledge of motor vehicles and hydraulics is preferred.
Mechanical knowledge of machines and tools, including designs, uses, repair and maintenance.

SKILLS/ABILITIES:

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION 
FINGER DEXTERITY:     
Manual dexterity sufficient to reach/handle items, work with fingers, and perceive attributes of objects and materials.
 
VISUAL ABILITIES:     
Normal vision, with or without corrective lenses.

PHYSICAL STRENGTH:     
PDC Level: Very Heavy Employee lifts/carries 50 lbs occasionally (less than 33% of the time or 1-100 times per day); exerts push/pull strength of 100 lbs. Ability to ascend/descend an 18" step. Frequent standing, overhead reaching and lifting, bending, squatting, kneeling, climbing, and balancing required.
 
LANGUAGE/COMPREHENSION:     
Ability to read a limited number of two and three syllable words and to recognize similarities and differences between words and between series of numbers. Ability to print and speak simple sentences. 
  
REASONING ABILITY:     
Ability to apply common sense understanding to carry out detailed but simple one or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.
 
MATHEMATICS ABILITY:    
Basic addition, subtraction, and multiplication skills.
 
WORK SCHEDULE/HOURS:   
7:30 – 4:00 p.m. Monday through Friday. Overtime as required.
Other – Variable lunch break in coordination with co-workers and route locations.
 
WORK CONDITIONS:   
Outdoors, exposed to changing weather conditions (rain, heat, snow, wind, etc.)

NOISE LEVEL:      
Loud, hearing protection required.

OTHER WORK CONDITIONS:    
  • Work near moving mechanical parts; work in high traffic areas.
  • Exposure to noxious odors; extremes in temperature.
  • Exposure to hazards such as broken glass, needles, toxic materials, etc.  
  • Personal protective equipment as required.
 
ADVANCEMENT CRITERIA
INTERMEDIATE:
3-5 years related work experience.
High School Diploma/GED.
Defensive Driving Course.
Ability to train new workers in safety.
Valid CPR certification.

ADVANCED:
6+ years related work experience.
Additional coursework in related field.
Class B CDL.
Advanced knowledge of various routes.
Ability to fill in for Driver for short period.    
Ability to train new workers in all aspects of job.
