SUMMARY: Under limited supervision, is responsible for the proper functioning of Beaufort-Jasper Water & Sewer Authority’s accounting and financial reporting system. Performs duties typically associated with a Director of Finance, to include supervision of accounting staff performing transaction processing, preparation for the audit and comprehensive annual financial report, preparation of the annual operations and maintenance budget, performing treasury functions, and other financial reporting as required. Develops policies for approval and documents standard operating procedures, as well as performing internal reviews of financial processes. Additionally, performs special projects and analysis as necessary and is responsible for the administration of the accounting computer system.
Duties include but are not limited to:
- Responsible for ensuring that appropriate accounting procedures, including internal controls, are followed, and that accounting systems report information that is accurate and timely. Maintains an effective accounting system by ensuring transactions support effective allocation of resources, are within policy confines, are properly reviewed, approved and safeguarded, and have been recorded in accordance with generally accepted accounting principles (GAAP).
- Prepares monthly financial statements and other financial analysis.
- Presents financial or other reports to the Finance Committee or the Board of Directors as directed by or in the absence of the DGM F&A.
- Is responsible for the preparation and coordination of the annual audit and prepares the annual comprehensive financial report (ACFR). Oversees external auditors and handles auditor requests including supporting documentation, work coordination, and problem resolution.
- Interprets financial information generated by operations. Performs financial analysis and/or forecasts on projects, operations, etc. Provides financial and other analytical information to senior staff and the Board, as required, for business planning purposes.
- Prepares the annual Operations Budget, to include all financing sources and correlation with cost-of-service rates. Coordinates with departments, compiles request data and ensures financial feasibility and completion of annual budgets.
- Responsible for treasury function, including primary administrator of banking online services and ensuring compliance with applicable laws, regulations, and policies. Reviews cash balances to ensure revenue sufficiency and appropriate collateralization.
- Reviews, prepares, processes and approves various forms and documents including payroll, accounts payable checks, vendor invoices, time sheets, bank reconciliations, accounts receivable adjustments, sales and consumption reports, account reconciliations, adjusting journal entries, etc.
- Participates in new debt issuances including State Revolving Fund loans and Revenue Bonds.
- Manages finance staff members, including but limited to completing performance reviews, coordinating training, making hiring recommendations, providing coaching, and recommending promotions, disciplinary actions, etc.
- Examines internal processes in relation to systems supporting financial data and provides recommendations for efficiencies through technology.
- Maintains an awareness of new accounting rules, products, technologies, trends, and advances in the profession.
- Performs other duties as required.

EDUCATION and/or EXPERIENCE: Requires a Bachelor’s Degree with an emphasis in accounting or finance or closely related field and a minimum of eight years previous experience and/or training that includes governmental accounting, budgeting, and/or finance. Requires good analytical skills, computer proficiency with a computerized accounting system, mathematical skills, general accounting knowledge, and a high degree of professional skepticism. Minimum of five years’ experience at the management level.
CERTIFICATES, LICENSES, REGISTRATIONS: CPA preferred. Must possess a valid driver's license.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages and decimals; determine time and weight; and to employ advanced financial and statistical analysis, including the ability to calculate discounts, interest, financial ratios, etc.
Writing Skills: Requires proficiency in written communication, particularly with regards to financial reporting and the documentation of business practices and procedures.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes the receiving of information and instructions from supervisor and Board members as well as providing guidance and direction to subordinate staff members.
Language Ability: Requires the ability to read and comprehend a variety of reports, informational and technical documentation, directions, instructions, policies, and procedures. Requires the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
Intelligence: Has the ability to apply principles of rational systems such as accounting to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Must possess excellent analytical skills.
Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and written instructions. Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes in utilizing equipment.
Manual Dexterity: Requires the ability to handle a variety of items, equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.
