The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Director's Office. The Director's Office provides DCBS with overall leadership. The director and deputy director provide general supervision over DCBS programs and divisions, as well as policy direction for the department. Included in the Director's Office are: Legislative Director, External Affairs Director, Organizational Culture & Employee Engagement Director, Internal Auditor, Office of Equity, Communications Services Section, Employee Services Section, Ombuds Office for Oregon Workers, and Small Business Ombudsman.

This is a management service position and is not represented by a union.

This position is eligible to telework two days per week once the incumbent has gained the proficiency to perform work independently.

Here’s what you will do:

As the Training Specialist, you will serve as the primary agency training specialist.  You will plan, design, deliver, and evaluate innovative training strategies that effectively improve individual and organizational performance, and also develop and maintain the appropriate level of educational resources necessary to carry out agency responsibilities.

Here’s what you need to qualify:

Minimum Qualifications:

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment

OR

  • Five years of work experience designing, planning, and implementing organizational development strategies

A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

Requested Skills:

  • Proven experience in development or refreshing of learning content for employers to deliver to staff

  • Experience with successful delivery of training to managers; leadership training for staff development; train the trainer; etc.

  • Expertise in workforce training performance measurement analytics through an HR Information System (such as Workday)

  • Providing timely data to monitor progress of agency employees training objectives in accordance with DAS standardization reporting requirements

  • Working proficiency using researched based assessment tools (Craybill Conflict Management, MBTI, DiSC, etc.)

  • Familiarity with Workstyle Inventory and Emotional Intelligence tools.

  • Expert proficiency in providing customer and personal services, including needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

  • Strong public speaking skills

  • Strong active listening and conflict management skills

  • Strong problem-solving skills

  • Knowledge of change management strategies

  • Expert proficiency in the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar

  • Working proficiency in computer-based training software, including Adobe Systems Adobe Captivate, Microsoft PowerPoint

  • Working proficiency in online survey tools, such as Qualtrics, Survey Monkey, and Adobe Flash

  • Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered.  The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials.  On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

  • The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
