Overview
We are seeking a Senior Program Manager and Subject Matter Expert to support the Defense Logistics Agency (DLA) Small Business Innovation Program (SBIP). This role blends leadership, program management, and technical expertise in strategic and critical materials. You’ll partner closely with government program managers and contracting officials to guide research and development projects that strengthen the nation’s industrial base and reduce reliance on foreign sources of supply.
Key Responsibilities
- Lead and oversee the SBIP contractor support team, ensuring projects are delivered on schedule and in line with program requirements.
- Provide technical and programmatic guidance on R&D efforts in strategic and critical materials, rare earths recycling, and industrial base assessments.
- Review, evaluate, and advise on innovative research proposals and ongoing projects to determine feasibility, potential impact, and alignment with program goals.
- Coordinate project activities across multiple teams to achieve results efficiently and cost-effectively.
- Prepare and deliver reports, briefings, and recommendations to government stakeholders.
- Support hiring, on-boarding, and performance management of team members.
- Serve as a trusted advisor to government leaders, offering solutions to complex technical and programmatic challenges.

Qualifications
Required:
- Master’s degree in science, engineering, or a related technical field.
- At least 5 years of experience leading diverse technical and administrative teams.
- Demonstrated expertise in strategic and critical materials, recycling, or industrial base assessments.
- Active IT-II security clearance or current National Agency Check with Local Agency Check and Credit Check (NACLC).
Preferred:
- Master’s degree with 7+ years of relevant technical experience, or a Doctorate with 4+ years.
- Experience with SBIR/STTR programs in the public or private sector.
- Strong record of developing innovative methods, solutions, or approaches in research and program management.
