Primary Purpose:
Oversee district efforts in the areas of discipline management, student attendance, and the transfer process. Assist with hearing and resolving student and parent complaints. Provides leadership in the development, implementation, and coordination of the district’s student services and special programs: attendance, enrollment, ESL, graduation requirements, health services, homeless students, parental involvement, PEIMS, registration, student code of conduct, student disciplinary appeals, student hearings, student transfers, testing and transportation
Qualifications:
Education/Certification:
Master’s degree in educational administration
Valid Texas Principal certification or equivalent
Special Knowledge/Skills/Abilities:
Knowledge of laws, regulations, and policies related to student discipline and attendance
Knowledge of positive discipline support programs
Ability to disseminate information to individuals and groups
Ability to interpret policies, procedures, and laws
Ability to deliver effective training to a variety of audiences
Excellent organizational, communication, and interpersonal skills
Ability to mediate, problem solve, and resolve conflict
Experience:
Minimum of 3 years of successful administrative and leadership experience in education
Major Responsibilities and Duties: Administration
Guides the development and implementation of special programs.
Provides for special program support to campuses on an ongoing basis.
Provides for special program compliance with state and federal statutes/regulations.
Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records.
Provides for the evaluation of special programs and the use of resulting information in making recommendations regarding special program implementation.
Follow district safety protocols and emergency procedures.
Student Discipline Management
Manage the district’s admissions, transfer, discipline, and residency process.
Coordinate the district wide anti-bullying and character education programs.
Review, update, and publish the Student Code of Conduct and student handbook.
Assist campus administrators with fair and consistent administration of discipline policies and discretionary disciplinary alternative education program (DAEP) placements.
Monitor discipline trends and work with campus administrators to develop campus discipline improvement plans to address student needs in the areas of attendance and discipline.
Address parent concerns related to discipline and campus administrative decisions.
Conduct thorough, impartial investigations.
Develop and present training to campus administrators regarding student discipline and Texas Education Code Chapter 37.
Community Relations
Communicates the district’s vision for special programs district staff and the public.
Develop and maintain programs that work to strengthen home/school connections.
Work with community agencies to support positive behavioral choices for students and positive consequences.
Support parent referrals to outside agencies for assistance.
Student Attendance
Work with campus administrators to recognize attendance trends and concerns.
Ensure timely notification to parents regarding concerns with student attendance.
Support campus administrators and parents in following truancy laws.
Personnel Management
Select, train, evaluate, and supervise purchasing staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the approved district organizational chart. Responsibilities may include interviewing and training employees; planning and coordinating work; addressing complaints and resolving problems. Mental Demands/Physical Demands/Environmental Factors:
