Scope of Work: The Early Childhood Tracking Director is responsible for overseeing, developing, and supporting early childhood education programs serving children from birth through five years and providing families support. This role ensures high-quality, developmentally appropriate programming that supports children's learning, growth, and well-being. The Director collaborates with educators, families, administrators, and community partners to ensure program alignment with educational standards, compliance with regulations, and the promotion of inclusive, equitable practices.
Supervision: The Early Childhood Education Director will perform duties under the supervision of the Tribal Education Director who will provide guidance, direction, and conduct performance evaluations.
Key Responsibilities:
Program Leadership & Oversight
- Develops, implements, and monitors early childhood education programs in alignment with Tribal/Federal/State standards, licensing requirements, and best practices.
- Ensures program quality through evaluation, questionnaires, and continuous improvement efforts.
- Coordinates program schedules, staffing, enrollment, and resource allocation.
Staff Support & Development
- Provides professional development, coaching, and support to early childhood educators and teaching staff.
- Facilitates staff meetings and training sessions on instructional strategies, child development, health and safety, and inclusive practices.
- Collaborates with HR or school leadership on recruitment, onboarding, and performance evaluation of early childhood staff.
Fiscal Management
- Develops and manages the department’s annual budget, ensuring alignment with organizational goals and compliance with financial policies.
- Monitors and tracks departmental expenses, analyze variances, and implement corrective actions to remain within budget.
- Review and approve purchase requests, invoices, and travel expenses submitted by direct reports, ensuring proper coding and documentation.
- Collaborates with staff/finance to reconcile accounts, process JVs and modifications as needed, support audits, and prepare financial reports as needed.
- Provide guidance to direct reports on budget-related responsibilities, ensuring understanding and adherence to fiscal procedures.
Family & Community Engagement
- Builds strong relationships with families, promoting effective communication and engagement in their child’s learning.
- Coordinates family education programs and outreach efforts.
- Partners with community organizations and service providers to support holistic child development and access to resources.
- Facilitates public awareness effort, referral process, and goals of the Early Childhood Tracking program.
Compliance & Reporting
- Ensures adherence to local, state, and federal regulations (e.g., licensing, health and safety, IDEA/Part B & C).
- Collects and analyzes program data to track outcomes and prepare reports for internal and external stakeholders.
- Manages grants and funding requirements as applicable.
Questionnaire/Assessments
- Ensure questionnaires and assessments are completed at regular intervals as required by the Early Childhood Tracking scope of work.
- Questionnaires must consist of communication skills, gross motor skills, fine motor skills, and personal-social skills.
- Provide/recommend referrals to children and families who need specialized services.
Work Environment & Conditions:
- Full-time position; may require occasional evening or weekend events.
- Combination of office, classroom, and community-based settings.
- Some travel between program sites may be required.
- May be required to provide transports for speech therapy or related specialized service appointments for clients.
Preferred Qualifications:
- Bachelor’s degree in Early Childhood Education, Child Development, Education Administration, or related field preferred. Will consider Associate’s degree in Early Childhood Education or related field with extensive experience.
- Minimum 3–5 years of experience in early childhood education, with at least 2 years in a leadership or coordination role.
- Knowledge of early childhood development frameworks, North Dakota Early Childhood Tracking Framework, state learning standards, and relevant laws/regulations (e.g., IDEA, Head Start, QRIS).
- Strong communication, leadership, and organizational skills.
- Ability to build relationships with diverse families, staff, and community partners.
- Familiarity with early learning assessment tools and data-driven decision-making.
- CPR/First Aid certification (or willingness to obtain).
