The City of Berkeley invites you to apply for the position of Supervising Civil Engineer in the Public Works Department! In this role, you will have the opportunity to supervise a section of the Engineering Division engaged in the application of engineering to a variety of public works capital improvement projects and construction and maintenance programs.

One of the current vacancies will be specifically designated towards Measure FF which is known as the Sustainable and Accountable Funding for Equitable Street Transformation, Revitalization, Enhancements, and Essential Traffic Safety (SAFE STREETS) Initiative. 


SAFE STREETS authorizes an annual parcel tax of $0.17 per square foot for residential properties and $0.25 per square foot for other properties over a 14-year period. This parcel tax is projected to generate approximately $15 million annually, dedicated to funding street and sidewalk repairs, safety improvements, and environmental infrastructure projects. 


This vacancy, reporting directly to the Principal Program Manager, will be at the center of this high-impact initiative. The role will be fast-paced, challenging, and critical to the success of Measure FF. The position will:

  • Lead the technical review of projects; ensuring plans, specifications, and cost estimates are accurate, complete, and buildable before they go out to bid.
  • Provide hands-on oversight of technical staff and consultants, guiding design and engineering decisions that affect public safety.
  • Manage complex design and construction contracts, balancing scope, budget, schedule, and quality under tight timelines.
  • Coordinate across multiple departments, commissions, and external agencies to keep projects aligned and moving forward.

Position Duties

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and five years of increasingly responsible experience in design and construction management of civil engineering projects, at least two years of which were at a level equivalent to the City's Associate Civil Engineer.


Other requirements include possession of a valid California registration as a professional Civil Engineer and a valid California driver's license with a satisfactory driving record.

Other Qualifications

The exam process will include, but may not be limited to:

Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews tentatively slated for the week of November 3, 2025.
