  • Day Shifts - Start no earlier than 5:00 AM and no later than 11:59 AM

  • Second/Swing Shifts - Start no earlier than 12:00 PM and no later than 6:59 PM

  • Third/Night Shifts - Start no earlier than 7:00 PM and no later than 4:59 am 

This position is considered essential and is part of the bureau's 24-hour response team that may require after-hour, evening, weekend, and holiday emergency response.

About the Position:

The City of Portland Bureau of Transportation (PBOT) is seeking dependable, safety-focused Sweeper Operators to join our Maintenance Operations team. Sweeper Operators are essential in keeping Portland’s streets clean, safe, accessible for all users by operating large mechanical and vacuum sweepers across the city.

This is an excellent opportunity for skilled operators—or those interested in becoming one—to make a positive impact in our community. Candidates with experience will have to demonstrate their skills through a comprehensive skills test  with Tymco and Elgin Pelican sweepers to confirm the skills and aptitude needed for the role.

What you’ll get to do:

  • Safely operate large and complex street sweepers to maintain city streets.
  • Perform daily pre-trip and post-trip vehicle inspections; report and document needed repairs.
  • Adjust broom settings, fuel equipment, grease fittings, flush hoppers, and perform minor servicing.
  • Interpret and follow assigned sweeping routes using city-issued iPads and printed maps.
  • Ensure work quality and safety of crew members working in conjunction with the sweeper.
  • Maintain professional relationships with coworkers, the public, and other skilled personnel.
  • Respond to emergencies, including weather-related and hazard cleanups.

  • Second/Swing shift positions are eligible for shift differential of $1.77/hour in addition to the base pay wage scale.
  • Night shift positions are eligible for a shift differential of $2.36/hour in addition to the base pay wage scale. 
  • This position is considered an essential position during inclement weather, natural disasters, and other emergencies which may require working outside of normal shift hours.

Position Duties

Applicants must provide details in their supplemental question responses and resume that demonstrate how their education, training and/or experience, meets each of the following minimum qualifications: 

 

  1. valid Commercial Driver's License (CDL-Class A)

  2. Experience operating a mechanical broom and/or air vacuum sweepers safely and effectively, including safely maneuvering around objects without causing damage. 

  1. Knowledge of applicable traffic rules and regulations to ensure safe driving to and from sweeping routes in a variety of traffic situations. 

  1. Experience detecting and performing routine maintenance on sweepers such as: making field adjustments to main and gutter brooms for maximum sweeping pattern while adhering to manufacturer's recommended tolerance and settings. 

  1. Ability to respond appropriately to questions/concerns from other employees and the public, at times in difficult circumstances, and elevating concerns to leadership in a timely manner. 


Applicants Must Also Possess: 

  • A acceptable driving record at time of hire.

  • Possess a CDL Tanker Endorsement within 6 months of date of hire.

  • Submit a "complete" five-year court-certified Driver's Abstract of Driving Record (obtained at applicant's expense) upon request.

  • Ability to pass the Pre-hire Examination after an offer of employment has been made and accepted. 
  • Ability to work various shifts, including nights, weekends, and during emergency weather events

STEP 2: Pass/Fail Minimum Qualification Evaluation Phase 1: Week of September 22, 2025  


A pass/fail evaluation of each applicant's training and paid and unpaid experience, as demonstrated in their resume and supplemental questions. 

  • Your resume and responses to the supplemental questions will be the basis for our evaluation of your qualifications to participate in the Work Skills Demonstration. Incomplete or inappropriate information may result in disqualification. 

  • You have 14 days from the notice of the minimum qualification evaluation results to let us know if you like to review and discuss your evaluation result. Please read the City of Portland Administrative Rule 3.01 for complete information.


STEP 3: Minimum Qualification Evaluation Phase 2: Work Skills Demonstration 
 

  • Applicants who successfully pass step 2: Pass/Fail Minimum Qualification Evaluation Phase I of the recruitment process will be scheduled to participate in the work skills demonstration, weighted 100%. The work skills demonstration test will cover the following:

  • Pre-Trip Exercise 

  • Sweeper 1 Exercise 

  • Sweeper 2 Exercise

  • Backing Exercise

 

  • An invitation will be sent via email. Out-of-town candidates will be required to travel to participate in phase 2. 

  • Phase 2 is tentatively scheduled for the Week of October 6

  • A photo ID will be required for admittance to the test.

  • All Safety protocols must be followed. 

  • You have 14 days from the notice of the minimum qualification evaluation phase II results to let us know if you would like to review and discuss your evaluation result. Please read the City of Portland Administrative Rule 3.01 for complete information.

  • Additional evaluation may be required before establishing the eligible list and final selection.  


STEP 4: Establishment of Eligible List: Week of October 20, 2025  

  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list. 


STEP 5: Selection (Interview): Late October to Early November 2025

  • The hiring bureau will review and select candidates to interview. 

  • Please note, the selection process may take up to 90 days from the notification of being placed on the eligible list. 


STEP 6: Offer of Employment: November 2025

 

Step 7: Pre-Employment Exam - Physical Capacities Testing: To Be Determined


Unless the candidate is a current City of Portland employee in a position requiring a similar or more demanding Physical Capacities Test (PCT), candidates will be required to participate in and pass the pre-hire PCT as part of the conditional job offer. All tasks in the PCT must be completed as instructed to pass the exam. You may review the knowledge, skills, abilities, and working conditions for the job class for which you are applying here: Classification Specification | Portland.gov. You should be prepared to do your best, use good body mechanics, and be in good condition. While each job class will have its own tests, listed below are examples of tasks you may be asked to perform:
 

  • Crawl for 50 feet.
  • Pull a weighted sled for 20 feet.
  • Step up and down on an 11" platform for a 6-minute duration.
  • Shovel repetitively.
  • Climb a vertical ladder as high as 6 feet.
  • Turn a valve.
  • Hammering repetitively.
  • Carry a weighted crate (distance and weight vary by job class).
  • Lift a weighted crate from the floor to as much as 40" high (weight varies by job class).
  • Detach, move, and reattach plastic forms or pegs from a range of body positions, possibly from lying on your back to reaching overhead.
  • Lift dumbbells repetitively (weight varies by job class) from knee height to overhead.

STEP 8: Start Date: November to December 2025

  • A start date will be determined after all conditions of employment have been met.
