About the Department
The County Executive's Office is seeking an experienced and highly skilled professional to fill the position of Contract Administrator I/II.
The Contract Administrator I/II will support the County Executive, Assistant County Executive, and Deputy County Executives in the development of well-negotiated contracts that align with County goals and will monitor the subsequent expenditures and progress toward those goals. In addition, the Contract Administrator will work closely with the Chief Legislate Aides of the Board of Supervisors and will support the Project Development Unit of the County Executive’s Office. The Contract Administrator will also work closely with the County Attorney’s Office for legal guidance and support.
The Contract Administrator will play a key role in drafting agreements for a variety of essential services that have a countywide impact, including the discretionary expenditure of Measure K funds by the Board of Supervisors. Toward that end, the Contract Administrator will work closely with the Chief Legislative Aides of the Board of Supervisors. The Contract Administrator will also support the Project Development Unit by developing contracts for their construction projects. The Contractor Administrator will also create contracts for legislative and lobbying expenditures, community impact projects, and partnerships with nonprofit organizations. Critical to success will be the ability to foster effective communication with department heads, community leaders, and other stakeholders. Also critical will be the ability to work collaboratively with the County Attorney’s Office and the ability to ensure all contract work is complete, consistent, and error-free. Important in the position will be the ability to draft, review, and analyze Board Memos to ensure compliance and accuracy.

This position is a pivotal part of ensuring the County's contracting efforts meet high standards of quality and compliance.
This position will be filled at the Contract Administrator I or the Contract Administrator II level depending on the qualifications of the selected candidate.
Contract Administrator I is the first working level class in the Contract Administrator series. Initially under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications of the higher-level class. The annual salary range for Contract Administrator I is $85,488 - $106,870.Contract Administrator II is the fully experienced, journey level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approaches, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts. The annual salary range for Contract Administrator II is $100,381 - $125,403.
This position is a full-time, on-site position. The office is at 500 County Center in Redwood City, CA.
Position Duties
In addition to the responsibilities described above, additional duties may include, but are not limited to the following:
- Coordinate the contract development and amendment process with the appropriate stakeholders, including securing appropriate signatures, distributing executed copies, and maintaining comprehensive contract files.
- Monitor contract agreements for compliance, report requirements, and possible amendments.
- Maintain the County Executive’s Office contract management system.
- Work closely with the County Procurement division to ensure consistency in business practices.
- Develop request for proposals and contract agreements.
- Assist with the development of policies and procedures and streamline department and program processes.
- Assist with developing performance measures, evaluating performance results, and reporting requirements.
- Collect information from a variety of sources and synthesize the data into a report format with recommendations.
- Provide information to County staff that requires the use of judgement and the interpretation of policies, rules, and/or procedures.
- Conduct research on a wide variety of administrative topics including contract feasibility, cost benefit analysis, budget and staffing proposals, and operational alternatives.
- Develop and maintain weekly, monthly, quarterly, and annual reporting mechanisms.
- Prepare and assist in the preparation of product specifications and contracts.
- Review invoices to ensure conformance to the contracted price schedule.
- Analyze bids for conformance to specifications; make awards on bids.
- Confer with vendors about products and services.
- Perform related duties as assigned.
Minimum Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
- Four years of professional level administrative or programmatic experience, primarily in contract administration in a government, community service, or related setting.
Knowledge of:
- Principles and practices of public administration.
- Principles and practices of contract development, negotiation and monitoring, including budgeting and financial record keeping.
- Principles, practices, and techniques of administrative and programmatic research and analysis.
- Applicable federal, state, and local laws, rules, and regulations and County and program policies and guidelines.
- Computer applications related to contract development and management.
Skill/Ability to:
- Develop and evaluate proposals and negotiate contracts and agreements.
- Develop, monitor, and analyze budgets and program performance.
- Plan, coordinate, and implement administrative and programmatic research and analysis.
- Analyze, interpret, and apply regulations and requirements.
- Establish and maintain effective working relationships with elected and appointed officials, County staff, grantors, subcontractors, the public, and others.
- Communicate effectively, both orally and in writing.
- Compile, analyze and interpret data using research techniques; draw sound conclusions and prepare and present effective reports regarding findings and recommendations.
- Exercise sound independent judgment within general policy and regulatory guidelines.
- Prepare clear and accurate reports, correspondence, procedures and other written materials.
- Organize and prioritize work and meet critical deadlines.
- Maintain accurate records and files.
Other Qualifications
Open and Promotional. Anyone may apply. Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help, or limited term positions prior to the final filing date will receive five points added to their final passing score on the examination.
The examination process will consist of an Application Screening (weight: pass/fail), and a Panel Interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. Applicants must successfully pass the Application Screening to move forward to the interview. Candidates must successfully pass the interview to be placed on the hiring (eligible) list.
Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense. Interviews may be conducted virtually using MS Teams.
