Description

Loch Harbour Group is seeking an experienced Project Manager III (Contingent Upon Award) to lead program and project management activities in support of Improper Payments and Payment Integrity initiatives. This role ensures task integration, deliverable tracking, and deadline management across multiple functional areas while understanding the technical accounting implications. The Project Manager will support the Office of Payment Accuracy and Compliance (OPAC), federal reporting requirements, and cross-functional stakeholder engagement to strengthen compliance, reporting, and audit readiness.


Key Responsibilities

Federal Reporting & Improper Payments

  • Coordinate internal meetings with OF, ASFR, OpDivs, and Departmental leadership, as well as external meetings with OMB, Treasury, and GSA, preparing agendas, notes, and presentation materials.
  • Review and recommend updates to PaymentAccuracy.gov high-priority program pages.
  • Draft and review initial responses to OMB data calls, develop user training materials, and review OpDiv submissions.
  • Prepare and edit briefing materials on improper payment issues for HHS leadership.
  • Collect, review, and edit annual improper payment reports, including findings, root causes, and corrective actions.
  • Track and review auditor documentation requests and supporting materials.
     

Program/Project Management & Risk Oversight

  • Develop, execute, and maintain Project Management Plans including WBS, schedules, staffing requirements, and deliverables using HHS-approved enterprise tools.
  • Maintain project schedules and ensure timely completion of milestones and objectives.
  • Support OPAC outreach through communication plans and briefing materials that promote goals and objectives.
  • Monitor and mitigate risks using widely accepted risk management tools.
  • Provide accurate and timely status reports on compliance and risk activities.
  • Facilitate integration of activities across projects, focusing on communication, risk management, and issue resolution.
  • Prepare and document meeting agendas, minutes, and action items; conduct pre-briefings for OPAC senior leadership.
  • Prepare PowerPoint presentations and manage logistics for meetings and briefings.
  • Ensure attendees receive necessary materials in advance of meetings.
  • Assist with issue resolution in line with project plans, milestones, and ad hoc requirements.
     

Requirements

Required Qualifications

  • Certified Public Accountant (CPA) – Required.
  • B.S. in Accounting required.
  • B.S. in Business Administration  
  • 15 years of project management experience in federal financial management or related environments.
  • Strong knowledge of Improper Payments and Payment Integrity policies.
  • Proven experience in federal reporting, OMB data calls, risk management, and audit documentation.
  • Proficiency with project management tools, Microsoft Office Suite, and SharePoint.
  • Strong leadership, communication, and stakeholder engagement skills

Additional Requirements

  • Must be a U.S. Citizen.

Work Environment

  • Primary work location is Washington, DC 20001.
  • Telework is subject to prior government approval.
