The Airport Business & Innovation Manager is responsible for leading the development and management of Eugene Airport’s non-aeronautical revenue portfolio and supporting strategic development initiatives. This position emphasizes business development, innovation, and strategic growth across concessions, land development, sponsorships, and other commercial ventures. This position also oversees airport-owned buildings, hangars, terminal concessions, and fixed base operator (FBO) leases to ensure compliance with federal, state, and local regulations, as well as FAA grant assurances. The successful candidate will be a self-starter with an entrepreneurial mindset, capable of identifying new opportunities, conducting financial and market research, and implementing innovative business strategies that enhance the airport’s financial sustainability and passenger experience.

Position Duties

•Proactively seek out, evaluate, and implement new non-aeronautical revenue opportunities, including concessions, sponsorships, land use development, hospitality, and digital commerce.

•Drive diversification of airport revenue streams, reducing reliance on aeronautical sources.

•Develop and manage business cases, proposals, and contracts that support sustainable growth and maximize revenue.

•Participate in the development and oversight of public-private partnerships and major commercial projects.

•Collaborate with project management and engineering staff on capital improvement projects (CIPs) to ensure business and revenue priorities are integrated into design and delivery.

•Conduct financial analyses, market research, and industry benchmarking to guide strategic decision-making.

•Oversee airport concession and commercial programs, ensuring offerings are competitive, profitable, and aligned with passenger needs.
 
•Position the airport as a hub of innovation, economic opportunity, and community benefit.

•Collaborate with FBOs, GA users, business partners, and community stakeholders to balance business needs with airport operations.

•Manage expansion into digital platforms and community partnerships.

•Support airport strategic planning and master plan implementation, particularly with respect to economic development and commercial opportunities.

•Collaborate with internal departments, external partners, and community stakeholders to position the airport as a hub for business growth and regional prosperity.

•Ensure compliance with FAA grant assurances, regulations, and city policies related to property and revenue management.

•Prepare and present reports, forecasts, and performance metrics for senior leadership.

•Assist in special projects and other duties as assigned by the supervisor or Airport Director.

•Collaborate with other airport departments and stakeholders to support the overall strategic goals of the airport.

•Performs other duties as assigned.

A typical way to obtain the knowledge and abilities would be:

Education:
Bachelor’s degree in business, Aviation Management, Planning, or a closely related field. Master's degree in a related field preferred.

Experience:
Four and a half (4.5) years of progressively responsible experience in business development, commercial management, or property/real estate management. Experience in business development or revenue generation in an airport or aviation-related environment preferred.

Accredited Airport Executive (A.A.E.) or Certified Member (C.M.) certification preferred.

Work Environment
•Requires occasional attendance at off-site meetings, industry conferences, and community engagement events.

•Work may involve extended hours or availability during emergencies or special projects.

•Must be able to work in a fast-paced environment and manage multiple tasks simultaneously.

•Ability to work well in a team environment, but also to take initiative and act independently.

•Ability to exercise discretion in confidential and sensitive matters.

Other Qualifications

What to Expect from our Selection Process:  Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training.
