Duties

DUTY 1: Develops, implements, and manages guidance and procedures for multiple Alternative Compensatory Control Measures (ACCM) programs and capabilities. DUTY 2: Serves as the representative, liaison, and program manager with Program Partners for Vice Director, Joint Staff, J7 sponsored Alternative Compensatory Control Measures (ACCM) programs. DUTY 3: Manages risk assessments and operations security for the Vice Director, Joint Staff, J7 sponsored Alternative Compensatory Control Measures (ACCM) programs.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of life-cycle management of unique national level capabilities to include ACCM programs, operations security, Department of Defense, and Joint Staff sensitive security programs and risk analysis. Expertise in training, sustainment, exercise, and force enabling mechanisms supporting national level capabilities. Ability to manage and evaluate programs to meet Joint Staff, Office of Secretary of Defense, Services, Combatant Commands, Department of Defense Agencies, DoD Field Activities, other government agencies, and other program partners' requirements. Extensive knowledge and understanding of operational personnel recovery; joint tactics, techniques, and procedures; and specialized training and support mechanism supporting the tasks to report, locate, support, recover and reintegration; and national-level capabilities in support of Personnel Recovery operations. Knowledge of budgetary practices, procedures, regulations, precedents, forecasting, and guidelines. Skill in researching, analyzing, synthesizing, planning, and executing complex personnel recovery-related research, training, support, exercise, and operational outcomes into finished products, policy documents, and capabilities using qualitative, quantitative, and/or mixed methods. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and document process in briefings, papers, or reports suitable for senior-leader use, decision-making, and policy development. Ability to expertly communicate both orally and in writing across multiple mediums, to make authoritative and in-depth presentations to senior military/government civilian personnel, negotiate complex issues, and maintain extensive collaborative working relations with U.S. and non-U.S. program partners. OTHER SIGNIFICANT FACTS CONT. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Employee must possess, or obtain within 12 months of employment, the following certifications 1) Army Operations Security (OPSEC) Level II certification; and 2) Center for Development of Security Excellence" Risk Management for DoD Security Programs training course (GS102.16 or successor) and Center for the Development of Security Excellence" Certificate in Risk Management (ED151.CT, or successor) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
