Position Duties

• Apply established elicitation techniques to evaluate and document organizational processes, workflows, structures, and operations, ensuring business requirements are accurately captured and agency needs are well represented.

• Analyze gathered information to establish baseline metrics, assess the current state of operations, and identify opportunities for improvement.

• Develop and recommend future-state solutions that enhance efficiency, reduce waste, and optimize resources, including process, technology, organizational, and operational improvements.

• Research and propose enterprise-wide technology solutions that can benefit multiple departments, maximizing countywide impact.

• Prepare and deliver tailored presentations of findings and recommendations to diverse audiences, including IT staff, County departments, County Management, and County Commissioners.

• Support project implementation alongside Project Managers and ITS staff, advocating for business requirements and ensuring successful realization of identified benefits.

• Monitor requirements throughout implementation and conduct quarterly post-project evaluations, comparing expected versus actual outcomes, measuring results against baseline metrics, and identifying new improvement opportunities.

• Knowledge of business analysis principles and effective training and workshop facilitation techniques.

• Knowledge of network concepts, operating systems, programming techniques, core software applications and systems, project management, and change management.

• Knowledge of the methods, procedures, and policies of Cumberland County relevant to performing the essential duties of the position.

• Skilled in research and problem-solving, with an emphasis on creative thinking to drive innovation and continuous improvement.

• Skilled in soft skills including communication, teamwork, adaptability, problem-solving, critical observation, conflict resolution, negotiation, collaboration, facilitation, and leadership.

• Ability to clearly, succinctly, and effectively present information and recommendations to individuals or groups, both orally and in written form.
