About the Department

The City of Caldwell is looking for a Traning Captain- EMS to join the Fire Department. Individual performs coordination and supervisory duties related to organizing, directing, and controlling the training of front-line personnel in fire and EMS disciplines. Also serves as a mid-level safety officer for the Caldwell Fire Department and City of Caldwell. An employee in this classification may also perform the duties of a fire captain in the Caldwell Fire Department. Work is performed under the direct supervision of the training division chief with leeway granted for the exercise of independent judgement and initiative. The principal duties of this class are performed in a work environment in which the employee is subject to potential personal danger.

This position is represented by IAFF Local 1821 and operates on a 40 hour schedule.  Earnings from this job are not covered under Social Security. This means you will not pay social security taxes and you will not earn credits for social security retirement or disability benefits in this job.

Position Duties

  • Works with management to assess training needs for the fire department.
  • Develops, coordinates, and delivers classes and training to department personnel.
  • Has primary responsibility to ensure that fire department personnel are proficiently trained to perform their assigned tasks, meet minimum State and national standards of training, and that required certifications are kept current.
  • Communicates with others to maximize the effectiveness and efficiency of interdepartmental operations. 
  • Works closely with the training division chief to establish policies and procedures for the assigned areas of responsibility.
  • Provides technical assistance and review for departmental policies. 
  • Coordinates training and safety needs of the department.
  • Develops short and long-range plans for the department and assigned areas of responsibility.
  • Reviews and analyzes methods, equipment utilized, and performance to increase program effectiveness and forecast long-term needs and commitments. 
  • Designs compliance programs and training for hazardous materials regulations and requirements. 
  • Attends and participates in multiple agencies, professional groups, and committee meetings.
  • Develops and delivers presentations to leadership, employee groups, and others on matters related to the operations of the department.
  • Performs training and evaluation of suppression personnel; performs research and implements programs to ensure the training division operates in an efficient, effective, and safe manner. 
  • Provides assistance, evaluates, and directs assigned employees on daily tasks and assignments.
  • Make effective recommendations to the training division chief and/or deputy chief of operations on related personnel actions. 
  • Remains current on the principles, practices, and new developments in the field of fire suppression, rescue, emergency medical and hazardous materials; 
  • Incorporates new developments as appropriate; creates and/or updates department training materials according to best practices.  
  • Makes recommendations for the annual training budget to include such materials as equipment, supplies, improvements and related needs. 
  • Responds to emergency incidents for assignment to command staff roles such as safety officer, division or group supervisor, command post aide, etc. 
  • Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
  • Contributes to a positive workplace.
  • Consistently keeps team members informed about work progress, current and potential issues, and proactively suggests new or improved solutions to address challenges.
  • Establishes and maintains effective working relationships with Caldwell Fire Department and City employees, EMS personnel, victims of disasters, business owners, other agencies and the public.
  • Responds to citizens’ questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Performs other related duties as assigned.

Minimum Qualifications

Education, Training, and/or Experience Required:

  • Graduation from high school or possession of a GED.
  • Minimum of seven (7) years related firefighting experience and experience as a professional Fire Captain in a similar sized or larger organization.
  • Five (5) years EMS experience and training while employed as a professional firefighter.
  • Three (3) years experience in EMS instruction and student precepting while employed as a professional firefighter.
  • Any equivalent combination of experience and training that provides the knowledge, skills, and abilities necessary to perform the work.
 Licenses, Certifications and Other Requirements:
  • Possession of a current and valid driver’s license with a driver's record that meets the city's insurance carrier guidelines.
  • Successful completion of a pre-employment background check, drug test, and physical examination.
  • NFPA Firefighter II, or equivalent.
  • NFPA Fire Officer I, or equivalent.
  • NFPA Fire Instructor, or equivalent.
  • National Incident Management System: ICS-100, ICS-200, ICS-700, ICS-701, ICS-703, and ICS-800
  • L-954 or FDSOA Incident Safety Officer ISO (or equivalent) must be obtained within 12 months of employment.
  • State of Idaho Paramedic Certification, or the ability to obtain within 90 days of employment.
  • State of Idaho EMS Instructor, or the ability to obtain within 6 months of employment.
  • Designated Infection Control Officer certification, or the ability to obtain within 6 months of employment.
  • ACLS and PALS Instructor.
  • BLS Instructor.
  • Subject to after hours on call, call back, hold over and/or varying shift hours if work dictates.

Desired Certifications and Experience: 
  • National Incident Management System: ICS-300 and ICS 400
  • Experience as a Live fire instructor.
