Job Title: Counterintelligence Analyst (NWS 00820)

THIS POSITION IS SHORT TERM, MAX 1000 HOURS PER CALENDAR YEAR

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Director’s Office Directorate has an opening within the Counterintelligence Program for a Counterintelligence Officer. The successful candidate will provide counterintelligence support services to the Stanford Linear Accelerator Center (SLAC) in Menlo Park, CA as part of the Lawrence Livermore field Office’s (LLFO) area of responsibility. With minimal supervision, the successful candidate will report to the Supervisory Counterintelligence Office to conduct comprehensive, diverse and multi-faceted CI investigations. The successful candidate will have extensive experience working as an agent for a federal agency.  The successful candidate will produce detailed and accurate intelligence reports/records in appropriate intelligence databases, and investigative case files.

This position may require the employee to have the flexibility to work overtime, shift, and/or weekends to accomplish goals. The selected candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties
- Perform comprehensive research and analysis, conduct interviews, and present recommendations to senior management, high-level DOE personnel, and officials of intelligence agencies on relevant Counterintelligence (CI) issues, ensuring compliance with Department of Energy (CI Program).
 - Employ investigative procedures and techniques, including research, interview, and document specifically concerning complex CI investigations.
- Enter, retrieve, and manipulate information within SLAC systems and DOE IN-20 CI analytical and investigative databases.
- Collect and review information from a variety of open and secure sources to assess and mitigate any CI/CT threats associated with foreign visits, travel, and contacts.
- Support all elements of the CI outreach program, including refining, developing, and presenting CI awareness and training material to all employees/members of the workforce.
- Address novel CI/CT issues with little known precedence and prepare succinct recommendations for SLAC senior management on appropriate courses of action.
 - Perform comprehensive research and analysis, conduct interviews, and present recommendations to senior management, high-level DOE personnel, and officials of intelligence agencies on relevant Counterintelligence (CI) issues, ensuring compliance with Department of Energy (DOE).

Essential Skills, Knowledge and Abilities
- Bachelor’s Degree in a related field, with a minimum of 8 years of experience working with crisis management and collaborative partnerships.
- Significant experience employing investigative procedures and techniques, including researching, interviewing, and documentation specifically concerning complex CI investigations.
- Significant experience identifying foreign government missions, functions and collection processes, as well as U.S. methods of intelligence collection and dissemination.
- Significant specialized training, and/or subject matter expertise such as: espionage, counterproliferation, weapons systems and/or foreign intelligence services
- Extensive understanding or experience with classified and unclassified databases, software applications, and other intelligence research tools to identify and assess foreign capabilities using the conventional intelligence disciplines.
- Experience interpreting and applying knowledge of governmental and organizational policies, procedures, orders, and regulations.
- Expert knowledge of MS Office applications; and familiarity with the basic principles of hardware, software, and network systems.

Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.
Pre-employment drug test:External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.
Anticipated Clearance Level: Q and SCI (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
