Spectra Tech has an immediate need for a Project Controls 3, Subject Matter Expert in Aiken, SC. 

Job Description:

· Provide guidance to management on classification requirements and compliance and on the CD process and deliverable format.

· Review and provide input to specifications for engineered equipment and/or subcontracts Review and provide input to estimators on resources (labor and other-than-labor) needed to perform the scope of work.

· Provide input to schedulers on sequence, durations, and logic of activities.

· Provide input to management regarding risk-informed schedules to serve as the basis for establishing milestones and PBIs.

· Provide input to engineers, estimators, and schedulers on constructability, maintain-ability, operability, and commissioning.

· Provide input to technical writers for BOEs, BOS, and WBS data dictionary,

· The Estimator Subject Matter Expert (SME) provides expert-level cost estimating and analysis for a major nuclear weapons construction project within the NNSA complex.

· As a senior staff augmentation member, the SME will provide strategic guidance and hands-on support to the project team, ensuring robust, defensible, and accurate cost estimates for all project phases. This role requires an in-depth understanding of complex, construction, Department of Energy (DOE) regulations, and the unique estimating challenges of the nuclear security enterprise.

Basic Job Requirements: 

Must be a U.S. Citizen. Must have a working knowledge of Federal (including Department of Energy Orders), State, and Local codes and standards applicable to project controls. A minimum of 20 years+ of progressively responsible experience in cost estimating and/or project controls for large, complex industrial or heavy construction projects, with significant experience in the nuclear or defense sector A Bachelor's Degree: IN Construction Management, Engineering, or a related field. Relevant and extensive experience may be considered in lieu of a degree. Expert-level knowledge of nuclear construction regulations, safety standards, and project controls practices as they apply to NNSA/DOE projects. Advanced proficiency with estimating software, scheduling tools, and Microsoft Excel.

Key Responsibilities:

  • Provide expert guidance on cost estimating strategy, methodology, and best practices for large-scale, complex nuclear construction projects.

  • Develop, review, and analyze detailed project cost estimates from conceptual design through final construction phases, covering all project elements, including engineering, procurement, and construction.

  • Serve as a primary resource for validating and verifying internal and external cost estimates from contractors and subcontractors.

  • Analyze historical cost data and apply advanced statistical and analytical techniques to improve the accuracy and reliability of cost estimates.

  • Collaborate with the project controls, engineering, and project management teams to ensure that cost estimates are fully integrated with work breakdown structures (WBS), project schedules, and risk assessments.

  • Lead complex cost risk analysis activities, providing expert input on potential cost impacts and mitigation strategies.

  • Prepare detailed cost estimates and supporting documentation for change orders, contract modifications, and claims.

  • Present cost estimates, analyses, and findings to senior NNSA leadership and stakeholders, defending the basis of the estimate and addressing questions.

  • Mentor junior estimators and support the development of internal estimating procedures and processes consistent with DOE Order 413.3B.

  • Stay current with industry trends, market conditions, and technology related to heavy industrial and nuclear construction to ensure estimates reflect current conditions.
