Transit Security Department
The Transit Security Department is dedicated to ensuring the safety and security of VTA’s riders, employees, and assets. We provide a secure transit environment through a coordinated approach that integrates internal security staff, contracted security professionals, and sworn law enforcement personnel. What You Will Be Doing
Definition
Under general supervision, the Security Transit Supervisor manages the daily operations of assigned VTA transit security and contract security staff, ensuring the protection of employees, passengers, property, and transit assets.
Distinguishing Characteristics
This position encompasses a broad range of administrative, operational, and strategic responsibilities, including the development of security policies and coordination with other agencies. The Security Transit Supervisor performs oversight, coordination, planning, and enforcement of VTA's safety and security policies, while promoting a secure and customer- focused transit environment. This supervisory classification also ensures compliance with all relevant laws, regulations, and internal procedures related to transit system safety and security.
The Ideal Candidate
The ideal candidate is a mission-driven leader with expertise in transit security operations, staff supervision, and interagency collaboration. They bring knowledge of California legislation, federal and local laws, emergency response protocols, and incident investigations, along with experience managing contract and in-house security staff in a unionized, customer-focused environment. Adept at preparing for and responding to incidents across a multi-modal transit system—including bus and light rail—they are well-versed in emergency response, incident investigations, and after-action reviews to improve outcomes and ensure compliance with agency policies and regulatory standards. Skilled in communication and partnership, they work closely with law enforcement, emergency responders, and community stakeholders to proactively address security challenges. With strong written and verbal communication skills, they prepare reports, deliver briefings, and represent VTA in high-level security discussions while embodying the agency’s values of safety, service, and collaboration.

Position Duties
Typical Tasks
- Oversees VTA's implementation of all applicable legislation including AB1735, SB553, and SB434;
- Supervises security personnel involved in transit facility and operations security, including coaching, training, assigning work, and evaluating performance;
- Coordinates the deployment of contracted and in-house security staff across transit assets;
- Develops, implements, and evaluates daily operations, personnel deployment, schedules, staffing, and performance goals;
- Participates in interdepartmental and interagency planning and coordination related to transit security with internal and external stakeholders;
- Responds to and assists with investigations related to transit security incidents, threats, and emergencies; identifies corrective actions;
- Prepares operational plans for special events, deployments, and high-risk incidents;
- Posts operational deployment tasks such as After-Action Reviews, documentation of operational outcomes, and requisite reporting for federal, state, and local agencies;
- Conducts and oversees employee training and testing related to transit security; including scheduling, documentation of annual training requirements and certifications, and staff professional development;
- Represents the agency in internal and external meetings regarding security concerns;
- Administers policies, procedures, and performance standards for security operations;
- Prepares and reviews reports and documentation, including incident logs and security activity summaries;
- Conducts or participates in grievance and disciplinary hearings;
- Advises agency staff and external stakeholders on transit security strategies to improve and/or enhance security; makes recommendations using formal reports and/or presentations to VTA executive personnel;
- Ensures compliance with state and federal safety regulations;
- Performs related duties as required.
Minimum Qualifications
Employment Standards
Sufficient training, education, and experience to demonstrate possession of the following knowledge, skills, and abilities.
Possession of a valid California Class C driver's license at the time of appointment.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of education and experience equivalent to graduation from an accredited college or university with a four-year degree in Public Administration, Criminal Justice, Management, or a related field, and three (3) years of work experience in corporate, civilian or military security. Experience in a lead or supervisory capacity is preferred.
Other Qualifications
Knowledge of:
- Law enforcement and industrial security principles;
- Local, state, and federal laws and regulations governing transit security;
- Local, state, and federal laws regulating transit security reporting;
- Emergency and incident response protocols;
- Principles and practices of organization, administration, supervision, and personnel management;
- Business software and reporting systems.
Ability to:
- Plan, organize, coordinate, direct, control, and manage the assigned areas of responsibility;
- Effectively utilize all available resources;
- Supervise, train, evaluate, counsel, discipline, and motivate staff in a collective bargaining environment;
- Read, interpret, and effectively utilize management information reports;
- Effectively assist with managing bus and rail incidents, reacting quickly and calmly while employing techniques and strategies within established guidelines for transit security related incidents;
- Responding in a professional manner when assisting with critical incidents and calls for transit security related bus and rail incidents;
- Communicate effectively both orally and in writing;
- Interpret and apply laws, rules, regulations, and labor contract provisions;
- Analyze, evaluate, and prioritize multiple operations and communication center incidents; recommend and/or implement effective solutions to facilitate the resolution of service interruptions;
- Establish and maintain effective working relationships with those contacted in the course of work;
- Interpret and apply laws, rules, regulations, policies, and labor contract provisions.

Final candidates must successfully complete a Livescan background check, reference checks, verification of education or certifications, and a criminal history review before appointment.
For sensitive positions, VTA requires all safety-sensitive positions to have a 6-month DOT physical clearance. Obtained at the time of preboarding from a VTA-contracted Concentra Location.
Eligibility List
The established Eligible List from this recruitment will be used to fill the current vacancies and additional vacancies that may occur. Eligible Lists typically remain in effect for six (6) months. However, Human Resources may abolish Eligible Lists at any time during the six (6) month period. Human Resources may extend eligible Lists for up to two (2) years.
