About the Department

Performs professional accounting work to include organizing, maintaining, reviewing, recording, and interpreting financial records, processing vendor payments, recording deposits, processing payroll, preparing financial statements and reports, and participating in the design and revision of manual and automated accounting systems. Work is performed under general supervision and is reviewed through reports, periodic internal and external audits, conferences, and results obtained. 

Position Duties

  • Maintain receivable accounts, prepare purchase requisitions, process invoices for payment, and prepare and approve journal entries.
  • Perform various reconciliations and account analyses to ensure accurate financial records.
  • Prepare work papers, supporting schedules, journal entries and reports for the Annual Comprehensive Financial Report, as well as, other required finance and pension reports.
  • Assist in the compilation of all supporting documentation needed for FEMA and other grant reimbursements.
  • Act as Record Custodian by maintaining documents reflecting compliance with state record retention rules.
  • Assist with the city-wide budget process through input and verification with department contacts.
  • Assist with capital assets and capital expenditures by maintaining and reconciling the capital asset subsidiary ledger, auditing department capital assets, and overseeing the monthly auction process.
  • Order, track and reconcile uniform distribution for rental and purchased uniforms, and work with vendor on any issues.
  • Review, track and record all city-wide travel.
  • Assist with the completion of citywide bi-weekly payroll processing.
  • Assist with the preparation and processing of pension plan earnings and retirement benefits. 
  • Perform additional duties as assigned. Be available for emergency call-outs.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Complete required trainings as specified within the City Comprehensive Emergency Management Plan

Minimum Qualifications

MINIMUM QUALIFICATIONS:
 

  • Accountant I: Associate degree with emphasis in business or accounting coursework, plus one (1) year of fiscal experience or an equivalent combination of education, training, and experience; and proficiency in either accounts receivable, accounts payable, payroll, or financial reporting. 
  • Accountant II:  Same as Accountant I, however, three (3) years of fiscal experience or an equivalent combination of education, training, and experience; and proficiency in two of the four areas: accounts receivable, accounts payable, payroll, or financial reporting.
  • Accountant III: Same as Accountant II, however, four (4) years of fiscal experience or an equivalent combination of education, training, and experience; and proficiency in three of the four areas: accounts receivable, accounts payable, payroll, or financial reporting.
  • Proficiency in the use of Microsoft Excel, Word, and Outlook. 
  • A valid Florida Driver’s License. Must obtain Florida driver license within thirty (30) days of employment 

PREFERABLE QUALIFICATIONS:


  • Experience with Tyler Technology systems.
  • Experience in public and governmental accounting.
  • Willingness to adopt AI and emerging technologies.

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening.


Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
