About the Department

The Ocoee Utilities Department is seeking an entry level engineer for a variety of utilities-related assignments related to potable water, wastewater, and reclaimed water. Work within a team of professionals under a Professional Engineer on utilities design, plan review, capital improvements projects, policies and engineering standards, utilities programs, water resource management, grants, and budgeting.

An employee in this classification must apply engineering skills and knowledge to a wide variety of municipal public utilities projects. Assignments offer the opportunity for independent judgment in evaluating alternative plans, completing cost benefit studies, planning work details and making technical determinations with respect to engineering conflicts and best management practices.

Position Duties

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.
  
•  Work on utilities projects from planning through construction.
•  Serve as engineering member of the City’s Development Review Committee representing the Utilities Department.
•  Review engineering plans and provide comments for reasonableness, conformance with existing and future infrastructure, conformance with City’s   
   Engineering    
   Standards and Codes, and conformance with all other applicable requirements.
•  Assist in the preparation of bids, contract documents, change orders, pay applications, construction management, and staff reports.
•  Coordinate on department projects, collaborative City projects, and projects with other entities.
•  Work on programs such as asset management, regulatory compliance, and water resource management.
•  Review building permits and right-of-way permits for conformance with City standards and calculate related utility fees.
•  Work with senior utilities staff for construction observation for project certification.
•  Meet with developers, private engineers, contractors, City staff, other professionals, property owners and the general public to discuss review
    comments, design
    standard requirements, and other applicable standards.
•  Assist residents with connection to City water, reclaim and sewer services
•  Assist in the formulation of engineering standards and specifications and engineering policies.
•  Update construction details and prepare engineering plans using AutoCad.
•  Conduct engineering studies and research and makes recommendations.
•  Prepares engineering plans.
•  Perform project permitting efforts with various regulatory and municipal entities.
•  Apply for grants and grant management.
•  Participate in public education and outreach programs.
•  Work with treatment and distribution teams on capital improvement projects.
•  Work on an occasional flexible schedule, as necessary, for extreme weather events, emergencies, and public outreach events. Perform related duties
    as directed when such duties are a logical and appropriate assignment to the position.

Minimum Qualifications

Bachelor’s Degree in Civil Engineering, or closely related engineering field supplemented by zero (0) to three (3) years of professional level experience; or equivalent combination of education, training and experience.

Engineer Intern (EI) certification preferred or obtain within one year of employment.

Possession and maintenance of a valid Florida Driver’s License.

  • The ability to establish and maintain an effective professional working relationship with departmental personnel, all levels of employees, City officials, other government agencies, and the general public and deal with public relations problems effectively, courteously, and tactfully.
  • The ability to investigate, evaluate and apply regulatory requirements including but not limited to St. Johns Water Management District, Florida Department of Environmental Protection, Florida Department of Transportation, Federal Emergency Management Agency (Flood Management).
  • The ability to understand and apply City codes and regulations to assure adherence of said codes and regulations by the private developments community.
  • The ability to plan, and design engineering projects with oversite from senior engineering staff.
  • The ability to plan projects, make accurate estimates, and inspect work for compliance with plans, specifications, and regulatory codes.
  • The ability to foresee, address and/or assist in City customer’s challenges that shall lead to positive dealings with both internal and external customers.
