About the Department
The City of Pleasanton is seeking a motivated and skilled Utilities Systems Operator II to join our team in the operation and maintenance of the City’s water, sewer, and storm drain systems. This position offers the opportunity to gain hands-on experience with a wide range of equipment, from pumps and motors to hydroflushers and vactor trucks, while ensuring safe and reliable service to the community. With 16 complex pressure zones and 260 miles of collection system piping, the work is both challenging and rewarding, providing daily opportunities to problem-solve and apply technical knowledge. The ideal candidate will bring a positive attitude, a willingness to learn, and required certifications including a Grade II Water Distribution License, Grade I Water Treatment License, and Grade I Sewer Collection Certificate. In This Role, You Will:
Operate, maintain, and repair the City’s water, sewer, and storm drain systems
Inspect, troubleshoot, and service pumps, motors, valves, meters, and telemetry equipment
Perform water quality and sewer testing to ensure compliance with state regulations
Respond to customer inquiries about water quality, pressure issues, backups, and leaks
Safely operate equipment such as hydroflushers, vactor trucks, and backhoes
Keep accurate system records, maps, and reports

Position Duties
- Oversees and assists in the repair of water and sewer mains and water services, taps mains, and may install pipe.
- Checks and maintains the daily operation of water or sewer pump stations and wells.
- Performs maintenance duties such as installing, lubricating, packing, replacing and repairing pumps, motors, valves, and meters and ancillary equipment.
- Works with and on telemetry equipment used for monitoring water and sewer systems.
- Operates and maintains trucks, backhoes, compressors and other power equipment.
- Performs laboratory analysis on water and sewer samples.
- Responds to customer inquiries and complaints about water quality, pressure problems, sewer back ups, and leaks.
- Works with chemicals such as chlorine.
- Performs flushing duties on the water distribution system.
- Oversees and assists sewer inspection crew in using television pipeline inspection equipment (CCTV)
- Cleans and removes stoppages in sewer lines by operating sewer equipment such as a hydroflusher or vactor truck.
- Records readings on flow meters, psi gauges and various equipment routinely.
- Operates computerized controlled equipment and makes adjustments as necessary.
- Sets up and operates traffic control devices around work areas.
- Maintains system records and produces various reports.
Minimum Qualifications
Education and Experience:
Any equivalent combination of training and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job.
License/Certification:
- Possession of a valid class C California driver's license.
- State of California Grade II water distribution license is required.
- State of California Grade I water treatment license is required.
- Grade I CWEA sewer collection certificate is required.
- Obtain a Class A California Driver’s License with Tanker Endorsement within one year from date of hire.
- Basic flow mechanics to calculate flows, volumes and dosages.
- Common safety procedures for working in confined or hazardous environments and for working with chemicals.
- Pump and motor parts, valving and operation of pump maintenance, repairs and troubleshooting.
- Basic plumbing materials and procedures.
- State regulations governing the operation of sewer and storm drain collection systems.
- State regulations governing the operation of public water distribution systems.
- Read and understand materials such as safety manuals, operating manuals, equipment manuals, work orders, and complaint forms.
- Read and use basic blueprints, maps and schematic diagrams.
- Perform plan checks for new construction and upgrades to existing infrastructure.
- Communicate effectively and courteously with supervisors, co-workers and the public.
- Follow written and oral instructions.
- Write legibly to fill out time cards, reports and forms and use basic English to complete simple forms.
- Add, subtract, multiply and divide to calculate volumes and dose chemicals.
- Appropriately select and operate power tools for required work.
- Independently lift and move materials weighing up to 65 pounds and with assistance up to 100 pounds.
- Safely operate heavy equipment such as a backhoe, skip loader and crane.
- Perform physical labor throughout the workday, involving standing for extended periods of time, stooping, working in cramped areas and on uneven surfaces.
- Work effectively as part of a crew or independently when necessary.
- Remain alert and focused on duties and be conscious of potential hazards in order to maintain a safe working environment.
- Work safely with and around chemicals on a daily basis.
- Possess basic computer skills.
- Communicate effectively on a two-way radio system.
- Evaluate and troubleshoot problems with pumping and controlling systems and valves.
