The difference you will make as Planning & Performance Manager

In this role you will lead the planning and performance function within Asset Services, integrating strategic asset investment planning with performance management. Ensure high-quality data and analytics drive investment decisions and service improvements, while providing assurance that asset management activities meet regulatory standards and the Group’s strategic objectives. you will lead and motivate the team to deliver a high-quality planning service, setting clear objectives and key performance indicators (KPIs) to support Asset Management’s strategy. Ideally in this role you will develop and implement a strategic framework for investment planning and asset data management, including policies and procedures aligned with industry best practice, to ensure continuous improvement of the service.
 

About you

We are looking for someone with:

•    Experience: Substantial experience in asset management, investment planning, or performance management within the housing or property sector. Proven track record of leading teams and delivering service improvements through data insights.
•    Analytical Skills: Strong ability to collect, interpret and analyse complex data sets. Able to translate data insights into actionable strategies and communicate findings to stakeholders clearly.
•    Sector Knowledge: Good knowledge of social housing asset management practices, including maintenance planning, regulatory compliance requirements, and the performance standards expected by regulators and the organisation.
•    Data Quality & IT: Demonstrated commitment to data quality and accuracy. Familiarity with databases or systems for asset information (e.g. stock condition systems) and advanced Excel or BI tools for reporting purposes.

Job purpose
Lead the planning and performance function within Asset Services, integrating strategic asset investment planning with performance management. Ensure high-quality data and analytics drive investment decisions and service improvements, while providing assurance that asset management activities meet regulatory standards and the Group’s strategic objectives.

Role requires you to:

Accountabilities

Data Quality Focus: Champion the integrity, accuracy and completeness of asset data to support reliable reporting and decision- making. 

Insight-Driven Investment: Utilise robust data analysis and insight to shape long-term asset investment plans, ensuring resources are directed to where they add most value. 

Performance Assurance: Provide assurance through continuous monitoring , auditing, and reporting that performance targets and compliance standards are met or exceeded.  

Strategic Planning & Data Management: Drive the strategic approach to asset investment planning and maintain high data quality standards.

•    Develop and implement a strategic framework for investment planning and asset data management, including policies and procedures aligned with industry best practice, to ensure continuous improvement of the service.
•    Lead and motivate the team to deliver a high-quality planning service, setting clear objectives and key performance indicators (KPIs) to support Asset Management’s strategy.
•    Develop and review a rolling 5-year asset investment programme that addresses stock sustainability and delivers the Group’s strategic objectives.
•    Oversee the framework for asset data integrity and quality, ensuring accurate data collection, maintenance of the stock condition database, and production of insightful reports to underpin investment decisions.
•    Collaborate with Asset Strategy leadership on asset rationalisation (e.g. stock disposals/appraisals), providing data-driven analysis to maximise returns and align asset plans with corporate objectives.

Performance Management: Monitor and enhance Asset Management performance through data-driven insights and proactive management.

•    Develop and implement a performance management framework with clear targets and metrics, regularly monitoring KPIs to ensure a high-quality Asset Management service that is continuously improving.
•    Review and report on performance against the Asset Management Strategy and delivery plans, providing timely updates to senior stakeholders and ensuring actions are taken to address any underperformance.
•    Ensure compliance with legal, regulatory, and policy requirements by monitoring performance in these areas and taking corrective action where standards are not met[2].
•    Lead performance improvement initiatives, identifying root causes of underperformance and developing action plans, while promoting a culture of continuous improvement and effective use of management information.
•    Provide detailed analysis and insight into performance data, highlighting trends, issues, and risks to inform decision-making at regular performance reviews.

Data Quality & Assurance: Ensure integrity of data and provide assurance that asset programs meet quality and compliance standards.

•    Own the integrity and quality of data used in internal and external reporting, making sure all cyclical and ad-hoc reports are accurate, meaningful, and based on reliable data.
•    Produce and oversee a suite of accurate, timely performance and compliance reports for key stakeholders (including business streams, senior leadership and the governance community), with analysis of trends and risks to guide strategic decisions.
•    Conduct regular audits of asset management activities and data (including checks on internal teams and external contractors) to ensure compliance with standards and to verify that data collected is correct.
•    Oversee data systems for Asset Management, ensuring the required policy and processes are in place for secure data retention and easy retrieval of asset and performance data as needed.
•    Inform contractor performance, ensuring that services provided by external partners meet agreed quality and performance benchmarks; address shortfalls and resolve escalated issues or complaints in a timely manner.
•    Keep abreast of regulatory changes and sector best practices, evaluating their impact on Asset Services. Use benchmarking and external insight to recommend and implement improvements in planning or performance processes.

Other Duties:
•    The Planning & Performance Manager may be required to undertake additional duties in line with business needs. They will actively promote a performance-focused, customer-centric culture within Asset Services and ensure all activities comply with the Group’s data protection and health & safety policies.

Essential*
•    Experience: Substantial experience in asset management, investment planning, or performance management within the housing or property sector. Proven track record of leading teams and delivering service improvements through data insights.
•    Analytical Skills: Strong ability to collect, interpret and analyse complex data sets. Able to translate data insights into actionable strategies and communicate findings to stakeholders clearly.
•    Sector Knowledge: Good knowledge of social housing asset management practices, including maintenance planning, regulatory compliance requirements, and the performance standards expected by regulators and the organisation.
•    Data Quality & IT: Demonstrated commitment to data quality and accuracy. Familiarity with databases or systems for asset information (e.g. stock condition systems) and advanced Excel or BI tools for reporting purposes.
•    Communication & Stakeholder Management: Excellent written and verbal communication skills. Able to engage and influence senior managers, present performance reports, and build constructive relationships with internal teams and external partners.
•    Problem Solving: Proactive and solution-oriented, with the ability to identify performance issues or data anomalies and drive initiatives to address them, ensuring continuous improvement in processes and outcomes.

Desirable*
•    Housing Sector Experience: Experience working in a social housing association or local authority environment, with an understanding of sector-specific challenges and regulatory frameworks.
•    Technical Proficiency: Familiarity with asset management or performance management software (e.g., housing management systems, business intelligence dashboards) and modern data analytics tools. Experience coordinating technical audits or assurance activities is a plus.
•    Qualifications: Relevant professional qualifications, such as a degree in a related field (e.g. data analytics, housing, business) or certification in performance improvement/quality management (e.g. Lean Six Sigma), would be advantageous
