About the Department
The Enterprise Technical Liaison will be a critical link between technical operations and enterprise clients, managing Active Directory and Exchange environments while performing building and site surveys in Harris County to assess infrastructure needs. This role requires hands-on system administration, client engagement, and field-based assessments to support seamless IT operations and client-specific solutions. The ideal candidate will excel in technical expertise, communication, and adaptability in diverse environments.
Responsibilities include, but are not limited to:
- Administer and maintain Active Directory infrastructure, including user accounts, group policies, organizational units, and domain controllers.
- Manage Microsoft Exchange Server (on-premises or hybrid with Office 365), overseeing mailbox management, distribution lists, email flow, and resolving mail delivery issues.
- Through proactive monitoring and maintenance, ensure high availability, scalability, and security of AD and Exchange environments.
- Enforce security policies, including access controls, authentication protocols, and compliance standards.
- Execute system updates, patches, and backups to maintain operational reliability.
- Diagnose and resolve complex issues related to AD, Exchange, and supporting services (e.g., DNS, DHCP, PowerShell scripting).
- Serve as the primary technical point of contact for enterprise clients, aligning technical solutions with their business objectives.
- Collaborate with clients to design and implement customized AD and Exchange configurations.
- Provide clear, timely updates to clients on system performance, project statuses, and issue resolutions.
- Facilitate regular client meetings to review system health, gather requirements, and propose improvements.
- Coordinate with internal teams, vendors, and third-party providers to deliver integrated solutions.
- Maintain detailed documentation of client environments, configurations, and processes for compliance and continuity.
- Conduct building and site surveys across Harris County to assess IT infrastructure, network connectivity, and physical environment requirements.
- Evaluate cabling, power, cooling, and space considerations for server rooms, data centers, or office locations.
- Document findings, including floor plans, equipment inventories, and infrastructure upgrades or optimization recommendations.
- Collaborate with facilities teams and clients to ensure survey outcomes align with IT and business needs.
- Provide detailed reports and actionable insights to support system deployments or relocations in surveyed locations.
- Lead or support projects such as AD domain upgrades, Exchange migrations to Office 365, or hybrid environment implementations.
- Identify opportunities to streamline systems and processes, leveraging automation or modern solutions (e.g., Azure AD).
- Stay updated on Microsoft technologies, industry trends, and AD and Exchange administration best practices.
- Contribute to internal knowledge bases and training resources for technical teams.

Position Duties
- Associate’s degree in Information Technology, Computer Science, or a related field (or equivalent experience).
- 7 years of experience in IT system administration,
- With at least 2 years of specialization in Active Directory and Microsoft Exchange.
- Advanced knowledge of Active Directory (domains, trusts, replication, group policies, LDAP).
- Experience with Microsoft Exchange Server (2016/2019 or later) and/or Exchange Online administration.
- Proficiency in PowerShell scripting for automation and system management.
- Familiarity with Azure AD, Office 365, and hybrid identity solutions.
- Understanding of related technologies (e.g., DNS, DHCP, SMTP, PKI, Windows Server).
- Knowledge of AD and Exchange backup, recovery, and disaster recovery strategies.
- Ability to assess physical IT infrastructure (e.g., cabling, power, cooling) during site surveys.
- ITIL Foundation or certifications in IT service management.
- Familiarity with facilities management or infrastructure assessment (e.g., BICSI, CompTIA Network+) is a plus.

- Highly proficient in the use of Microsoft Office Suite ( Word, Excel, Outlook ) and Adobe, with the ability to learn new software and become proficient shortly after training

Minimum Qualifications
- Bachelor’s degree in Information Technology, Computer Science, or a related field (or equivalent experience).
- 5+ years of experience in IT system administration,
- With at least 3 years specializing in Active Directory and Microsoft Exchange.
- 2+ years of experience in a client-facing or technical liaison role, ideally in an enterprise setting.
- Experience conducting building and site surveys or infrastructure assessments is a plus.
- Knowledge of CAD/CAM applications is a plus.

Salary:
- Paid biweekly based on 26 pay periods per year, plus benefits
This job operates in a professional office environment. This role routinely uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, and fax machines.
Physical Demands
This role is sedentary, however, the ability to lift and carry up to 10 pounds is necessary to lift files and/or boxes of files, documents, etc.
Position Type and Typical Hours of Work
- This is a full-time position. Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours may vary based on the business needs of the department.
