Job Description
Job Title: CEO/Administrator
Reports To: Board of Directors of Outpatient Services East
SUMMARY
Manages the overall operations of Outpatient Services East Surgery Center (OSE), and ensures the center is operating in accordance with Medicare and Joint Commission rules and regulations, and all other state and federal regulatory agencies governing ambulatory surgery centers (ASCs).
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (Other duties may be assigned):
*Follows the facility's standards for ethical business conduct.
*Reviews operating results of the organization, compares them to established objectives, and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
*Acts as liaison between employee, medical staff and physician owners.
*Responsible for the development and maintenance of operating policies and procedures assuring all are reviewed at least annually by the appropriate managers and ensures there is documentation to reflect review.
*Coordinates all Board Meetings.
*Assures the sound fiscal operations of the ASC including the presentation of a comprehensive annual operating budget and implementing and monitoring of that budget following Board approval.
*Presents to the Board of Directors a capital equipment budget and implements that budget following Board approval.
*Monitors operating expenses and implements cost-conscious operating initiatives to fulfill budgetary targets.
*Oversees business development, marketing, public relations and physician relations.
*Works with the Medical Director and DON’s to identify opportunities to expand services.
*Oversees managed care contracting negotiations. Monitors managed care contracts and reimbursement levels on an ongoing basis.
*Works closely with the Board of Directors to enhance in effectiveness in meeting the needs of the Ambulatory Surgery Center.
*Assists with identifying potential Board Members.
*Make available to the Board of Directors and its committees, periodic reports showing the professional services and financial activities of the Ambulatory Surgery Center and submits such special reports as may be required by the Board.
*Attends all meetings of the Board of Directors and its committees, as required.
*Provide leadership to the Board of Directors, involving the Board of Directors in the strategic planning and financial planning process, which supports the ASC.
*Evaluates the effects of external forces on the ASC and integrates appropriate responses in the ASC's short and long range strategic plans.
*Responsible for the employment, selection, controls and discharges all professional management staff members of the ASC.
*Established formal responsibilities and accountabilities of all members of the professional management staff and evaluates, or ensures the evaluation, their performance on an annual basis.
*Ensures the attainment of ASC goals through the selection, development, motivation and the evaluation of all professional management staff.
*Review and recommends compensation and benefits for all members of the professional management staff.
*Negotiates professional contracts and ensures that appropriate salary or contractual rates are developed and maintained.
*Signs contracts or other instruments as the authorized representative of the ASC, except in cases where execution shall have been expressly delegated by the Board of Directors.
*Implements appropriate staffing levels and a plan of departmentalization to facilitate effective delivery of patient care and support services.
*Participates in and makes recommendations regarding any litigation involving the ASC.
*Monitors the adequacy of the Ambulatory Surgery Center's medical activities through coordination with the Board of Directors, Medical Staff and patient care staff, the policies needed to assure quality healthcare services.
*Creates an operating environment, which facilitates the effective practice of medicine by the physician members of the Medical Staff.
*Consults with leaders of the Medical Staff concerning patient care needs and allocation of resources to effectively meet those needs.
*Represents the Board of Directors before the Medical Staff of the ASC.
*Coordinates the recruitment and retention of members of the Medical Staff.
*Establishes current and long-range objectives, plans, and policies, subject to approval by the Board of Directors.
*Dispenses advice, guidance, direction, and authorization to carry out major plans and procedures, consistent with established policies and Board approval.
*Oversees the adequacy and soundness of the organization's financial structure.
*Reviews operating results of the organization, compares them to established objectives, and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
*Plans and directs all investigations and negotiations pertaining to mergers, joint ventures, the acquisition of businesses, or the sale of major assets with approval of the Board of Directors.
*Establishes and maintains an effective system of communications throughout the organization.
*Represents the organization with major customers, shareholders, the financial community, and the public.
*Ensure compliance with regulations governing the ASC and rules of accrediting bodies, by continually monitoring the activities and initiating changes as required.
Requirements
SUPERVISORY RESPONSIBILITIES All managers with ultimate responsibility for all staff.
QUALIFICATIONS, EDUCATION and/or EXPERIENCE Minimum of 3-5 years of managerial experience in a healthcare facility, preferably in a surgery center. Bachelors’ Degree in Health Services Administration/Management preferred; Graduate Management Degree desirable and/or equivalent experience. CASC is a plus but not required. Requires knowledge of: health care, accounting and finance, health care management, personnel management, business office operations, medical records, materials management, statistics, principles and methods involved in field education and orientation, evaluation and supervision, organization, structure, philosophy, objectives, policies and procedures of the surgery center; literature and new developments in ASCs; ASC rules and regulations. Ability to create an environment that enhances work conditions and improve productivity. Ability to work well with physicians, employees, patients and others. Ability to apply sound management principles to effectively conduct the daily operations of the Center.
