Are you passionate about technology and ready to make a real impact in your community? Highlands Ranch Water is looking for a motivated Electrical Instrumentation & Controls Technician to join our team and help operate the advanced systems that keep our water and wastewater operations running smoothly. In this role, you'll work hands-on with cutting-edge instrumentation and control systems, playing a vital role in ensuring the safety, efficiency, and reliability of critical infrastructure.

As an Electrical Instrumentation & Controls Technician, you'll tackle a variety of technical challenges every day. From calibrating and maintaining field instrumentation to troubleshooting control equipment, your work will directly support the systems that power our essential water and wastewater services. You’ll also dive into advanced programming and configuration of PLCs and SCADA system components, keeping our operations automated, optimized, and running without interruption.

You’ll be a key player in maintaining the integrity of the SCADA network and providing crucial support to the broader SCADA team. Whether you're contributing to major projects or jumping in to solve urgent system issues, your contributions will be valued and visible.

Essential Duties and Responsibilities

  • Perform necessary tasks for corrective and preventive maintenance on instrumentation, electronic & electrical operating & control systems.
  • Independently install and set up new equipment.
  • Commission new installations independently while maintaining communications with Lead tech.
  • Maintain and troubleshoot control system components, making proactive adjustments.
  • The following are performed with predetermined discretion of the SCADA Manager and, under normal circumstances, under the direct supervision of the Plant SCADA Supervisor:
  • Network maintenance including hardware and software troubleshooting and repair.
  • Security access to facilities maintenance and modifications.
  • Actions to mitigate failures with SCADA servers, virtual machines and licensing.
  • Revise, troubleshoot or expand existing programs and/or software for efficiency, adaptations needed, upgrades and performance standards.
  • Solve electronic system problems by interpreting manufacturers' manuals or similar documents.
  • Diagnose and repair electrical, power & control systems, varying voltages (from 5V DC to 480V AC) with moderate supervision.
  • Stay current on technical issues related to the position.
  • Maintains calibration records for reportable measurements.
  • Respond to emergency callouts through a rotating on call system.
  • Performs work in accordance with safety policies and procedures.
  • At times, perform work in confined spaces, load, unload and transport equipment and personnel in District vehicles to a variety of work sites.
  • Perform other duties and special assignments, which may be outside the primary areas of employment.

Minimum Qualifications

  • Candidates must be at least 18 years of age.
  • High school diploma or GED equivalent is required.
  • Two years of electronic trade school graduate or equivalent training and/or experience, electrical wiring experience and troubleshooting desirable.
  • Experience using test and calibration equipment.
  • Must possess and maintain a valid Colorado Driver’s License with an acceptable motor vehicle record.
  • Any equivalent combination of education and experience.
  • Availability to work during non-scheduled hours when necessary and during a 24-hour on-call rotation.

Necessary Knowledge, Experience, Skills and Abilities

  • Establish and maintain respectful, professional working relationships with employees.
  • Safely and skillfully operate hand and power tools and other equipment.
  • Follow provided safety procedures for working around electrical controls and equipment and in confined spaces.
  • Communicate effectively both verbally and in writing.
  • Strong problem solving and research abilities.
  • Ability to navigate the SCADA system for troubleshooting purposes as well as make advanced changes to database and screens independently.
  • Independently make modifications, test, and document electrical control systems.
  • Read and modify electrical schematics. Basic familiarity with NEC standards.
  • Independently make advanced PLC code modifications.
  • Strong understanding of various control system components including relay logic, 4-20mA analog signal, PLC I/O modules and DC power supplies.
  • Ability to design, develop, program, install, and test process control equipment, components and/or systems.
  • Proficient with Windows Operating Systems and associated packages e.g. Excel, Word, Outlook.
  • Ability to troubleshoot computer network connectivity and hardware issues independently. 
  • Basic understanding of virtualized systems and servers.
  • Familiarity with SCADA/HMI programming platforms (i.e., GE iFix, Allen-Bradley Panel view and Red Lion).
  • Represent the district professionally with integrity and excellence, setting a positive example for workplace behavior.
  • Encourage a respectful, collaborative, and accountable work environment while demonstrating ethical conduct in all interactions.
  • Able to respond in approximately 30 minutes to District Facilities when on emergency on-call.

Supervision Received

Works under the direct supervision of the Plant SCADA Supervisor.

Supervision Exercised

Exercises supervision of contractors and temporary staff, as assigned. Provide guidance for projects assigned from Plant SCADA Supervisor.

Tools and Equipment Used

  • Technical literature, blueprints, and operational and maintenance manuals.
  • Motor vehicles (up to one ton).
  • Computers and associated software
  • SCADA communication systems
  • Meters, test and calibration equipment typically used in electronic equipment maintenance and repair.
  • Telephone system, radios, personal protective equipment.
  • M.S.D.S. data sheets.
  • Gas detection monitors, fall arresters, and other safety equipment.
  • Computer software and hardware.
  • General office equipment.

Work Schedule

Monday through Friday between the hours of 8:00 a.m. and 4:30 p.m. The work schedule will vary depending on weather conditions, projects, events, programs, meetings, and staffing levels, and will include some evening, early morning, weekend, and overtime hours. This position is a part of a 24-hour on-call rotation. Regular and predictable attendance is an essential function of the job.
