JOB SUMMARY
The Port Security Officer (PSO) will be responsible for monitoring JAXPORT Port Central Operations Building’s access control, safety, and operational quality of all physical security programs. The position will be the first line of defense for the protection of all JAXPORT Port Central Operations Building employees and stakeholders under limited supervision from the Assistant Manager, Public Safety. PSOs will assist with providing access control, direction and oversight to all visitors, vendors and business stakeholders and perform risk assessments to determine security threats, assuring current security measures meet Public Safety policies, procedures and standards.
ESSENTIAL FUNCTIONS
- Oversees access control and safety compliance for Port Central Operations Building.
- Analyze situations quickly and objectively to determine proper action to be taken. Demonstrate the ability to deal courteously and fairly to all visitors, vendors and stakeholders.
- Administer and maintain company physical control access lists and conduct regular reviews and audits.
- Review PCOB’s security plans, evacuation maps, training, policies, and procedures to meet security requirements.
- Conduct building security checks as required for fire, smoke, excessive heat, water dripping or floor saturation, low water pressure, damage to access points and windows. Check and report unsafe condition of areas, exits and emergency lighting.
- In the event of alarm conditions, assist in the safe and orderly evacuation of facility personnel if
warranted.
- Monitor performance of physical security equipment and software applications to ensure proper functionality.
- Conducts equipment and system testing to include startup and operations of access control equipment, CCTV, radio communications and other associated support equipment and systems. Maintains inventory and maintenance calibration records for equipment.
- Be observant for trespassers or unauthorized persons and take proper reporting action.
Inspect designated areas for suspicious activity. Visually inspect exterior building perimeter, parking lots, etc., through use of CCTV.
- Maintains access control procedure manuals, reports, documentation, and special files, in accordance with JAXPORT’s record retention and other applicable statutes and regulations.
- Immediately notify a JAXPORT Public Safety Officer or Assistant Manager if there are questions concerning any procedure or before allowing uncertain or questionable access.
- Immediately report to the JAXPORT Security Operations Center all instances of suspected or actual criminality, misrepresentation or potential breach of security.
DIRECT REPORTS
This position does not supervise employees.
OTHER DUTIES
Perform other duties as required or assigned.
MINIMUM REQUIREMENTS
Education:
- High School diploma or equivalent required.
- Must have work history involving access control monitoring, building security, and/or training in conducting vulnerability assessments, and risk reduction methodologies.
- Must qualify and maintain a minimum firearms qualification score of 195 or above.
Experience:
- Minimum of five years of military, law enforcement, security, or emergency preparedness experience, preferably in a maritime environment.
License/Certifications:
- Must have, prior to employment, a Florida Department of Agriculture Class “D” license and a valid Class “G” license.
- Must have, within 30 days after employment, a Transportation Workers Identification Credential.
Knowledge:
- Strong knowledge of critical infrastructure protection measures and practices under regulatory standards is required.
- Experience and knowledge of Information Technologies as related to Physical Security such as Access Control Systems, Mass Notification Systems, Interoperable Communications, and CCTV.
- Must possess basic knowledge of mechanical and electrical systems necessary to start, operate and assess status of gas- and diesel-powered generators, light carts, portable signs and speakers.
Skills Required:
- Proficient with Microsoft Office Suite skills (Word and Excel).
- Proficient computer and software skills.
- Must have excellent verbal and written communications skills.
- Must be customer service oriented and able to work well with others in a team environment.
- Able to work independently, handle multiple tasks, organized and a self-starter.
- Able to handle sensitive issues in confidence is essential.
Travel: Travel not required.
Other Requirements:
- Valid driver license is required and must be maintained during employment.
- Must also be able to qualify and maintain qualification for a Florida Security Officer license Class D/G.
- Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment.
- This position is designated as “Safety Sensitive” and is subject to pre-employment and random drug and alcohol testing.
PHYSICAL REQUIREMENTS
- Constantly remain in a stationary position.
- Constantly move, traverse inside office or on JAXPORT property to accomplish job duties.
- Constantly operate, use or handle equipment, tools, computers and other office machinery.
- Rarely/Never ascend, descend, work atop, traverse on ladders, equipment and buildings to perform maintenance and safety functions. Heights up to 200 feet.
- Constantly position self to move, to maintain or repair equipment on terminal or in office.
- Constantly detect, determine, identify, recognize, observe, inspect to read and use computers.
- Constantly detect, converse with, convey, exchange information with others via radio, telephone. Ability to listen to equipment to troubleshoot
- Frequently move, transport and position, material up to 50 pounds, occasionally up to 75 pounds.
WORKING CONDITIONS
Some exposure to unpleasant environmental conditions and/or hazards. Majority of work performed inside with exposure to risk.
