USAC’s target compensation range for a new hire into this position is $80,000 - $107,415 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. Working in a creative and fast-paced environment, the Senior Program Analyst will provide support in project management, business process development, and risk management for one of USAC’s core four programs to help reduce waste, fraud, and abuse by ensuring excellent program integrity, compliance and risk management.

 

Responsibilities

• Apply best practice project management standards to significant program initiatives to ensure milestones are met on time, and associated processes are efficient. 

• Collaborate with various internal teams (i.e., IT, stakeholder engagement, operations, etc.) as well as external vendors and consultants to manage timelines and address challenges.

 • Drive business process development and improvement, including establishing strong internal controls. Design new processes and recommend improvements to existing processes, assist in implementation, and create a structure and culture of continuous process improvement across all teams. 

• Support management and process owners in the documentation of policies, procedures, job aids, and process flows for manual and automated processes. 

• Serve as a subject matter expert of USAC’s programs who can inform critical decisions regarding operational challenges, interdependencies, vendor performance, business requirements, etc. 

• Track operational metrics, update design and business process alignment and monitor progress against performance indicators to ensure project delivery of viable solutions. 

• Identify business process improvements to advance USAC’s operational efficiencies and regulatory compliance. 

Responsibilities include but are not limited to: 

                o Assessing current procedures for areas of risk or inefficiency. 

                o Researching regulations on which to base business processes. 

                o Creating and executing plans for operational improvements. 

• Implement a plan and standard practices to manage program risk.     Responsibilities include: 

o Ensuring that risks are appropriately identified and mitigated by the organization and division.

o Applying best practice methodologies to identify, assess, respond to, and monitor risks.

o Educating teammates on risk management methodologies.

o Establishing and managing risk tracking, reporting, and communication.

o Managing risk-related reporting and ensuring relevant process and risk information is communicated to USAC management and the FCC in a manner that facilitates mitigation of risk and remediation of control issues. 

• Contribute to compliance related activities including appeals, complaints, and whistleblowers, with an eye towards building solutions into business processes. Ensure audit findings are completed, closed and documented by FCC and USAC management requirements and the agreed action plans.

• Fully proficient in independently assembling, analyzing, and leveraging data for insights. 

• Possesses a strong systems-oriented thinking ability.

Working in a creative and fast-paced environment, the Senior Analyst will identify, analyze, and interpret data trends or patterns in complex datasets. Review operational procedures to identify process improvements and efficiencies. Process activities relating to COMAD, Compliance support and Audit response and respond to customer inquiries. 

 

1. Works closely with internal and external stakeholders, researching inquiries and providing responses to resolve issues.

2. Supports data exploration activities in response to investigations and process optimization.

3. Configures and maintains manual data entry forms and associated workflows for reviews/approvals/edits. 

6.   Ability to manage small projects, driving toward meeting all project deliverables from start to finish.

About You


 The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the Schools and Libraries (E-Rate).


  • Bachelor's Degree and/or relevant technical training and certifications. Two years of relevant professional-level work experience may be substituted for one year of required education.
  • A combination of education, experience, and training that provides the necessary knowledge, skills, and abilities to perform the work may be considered.
  • Five (5) to Seven (7) years of directly related experience. 
  •  One (1) to Two (2) years of operational and/or technical years’ of experience. 
  • Proactive and highly organized, with high attention to detail and follow through with the ability to handle multiple, complex tasks and establish priorities. 
  • The ability to work independently without significant guidance and be able to exercise good judgment, knowing when to escalate issues appropriately and make informed business decisions. 
  • Excellent analytical and proven problem-solving skills. 
  • Demonstrate strong interpersonal skills and have strong verbal and written communication skills, with experience communicating with all levels of employees. 
  • The ability to identify, implement, and drive continuous process improvement. 
  • Proficient in the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio.)
