About the Department

Forsyth County's Department of Management Information Services (MIS) has an opening for a Department Business Manager.  MIS is seeking a highly organized and detailed-orientated Business Manager to support the operational and financial functions of the department. This position plays a vital role in managing the department’s budget, contracts, procurement activities, vendor payments, and overall financial planning.

Reporting directly to the Chief Information Officer (CIO), the Business Manager will serve as the primary liaison between the IT department and internal county financial and procurement teams. This role ensures compliance with county policies and procedures, facilitates contract and invoice processing, and supports the department in financial reporting and operational planning.

Position Duties

A successful candidate should have the following knowledge, skills and abilities:
Considerable knowledge of the principles and practices of public and business administration. 

Considerable knowledge of the policies and procedures established by the department. 

Considerable knowledge of county/city purchasing rules and regulations. 

Ability to plan, coordinate and evaluate the work of others. 

Ability to express ideas clearly and concisely orally and in writing. 

Ability to maintain effective working relationships with staff, vendors and other departments.

Minimum Qualifications

Graduation from a four-year college with a degree in business administration, accounting or related field and at least three years of experience in financial management. 

Prefer prior experience in planning and managing a business or governmental program. 

A higher education level may be considered as a substitution for all or part of the experience requirement. A four-year degree outside of the relevant academic field plus additional years of relevant experience may also be considered.

This position is subject to working in high security areas governed by the U.S. Department of Justice's Information Services (CJIS) Security Policy and therefore requires successfully passing a more stringent criminal background check. Applicants for this position will complete the CJIS background check as a part of the recruitment process. Completion does not guarantee an offer of employment.

Other Qualifications

Essential duties and responsibilities include but are not limited to:
Assist in the development, monitoring, and management of the IT department’s annual operating and capital budgets.

Process and track vendor invoices, purchase orders, and payments in accordance with county financial policies.

Coordinate the preparation, review, and administration of contracts, renewals, amendments, and procurement documentation.

Maintain detailed records of departmental expenditures and provide financial reports and forecasts as needed.

Monitor budget variances and work with management to implement corrective actions when necessary.

Serve as a liaison with the County’s Finance, Procurement, and Legal departments to ensure compliance and timely processing of all transactions.

Oversee financial aspects of IT projects, including tracking of costs, timelines, and deliverables.

Support department leadership with strategic financial planning and business operations analysis.

Ensure compliance with applicable laws, regulations, and county administrative policies.

Assist with audits and other reviews related to departmental financial and contractual operations.

Performs related work as required.
