Mobius has an immediate requirement for a Senior Project Control Analyst with 7-10 years’ experience to support Program Control functions for our Government Contracts in Alexandria, VA and Huntsville, AL. This position can be assigned to either Alexandria VA or Huntsville AL, with approved teleworking for the right candidate. The Senior Project Control Analyst interfaces with the Program Manager, Contracts Manager, Finance and other business management team members to provide program financial analysis and project control as well as monitoring contract performance for the Contract Program Manager. Provides program support to include budgeting and expenditure tracking, manpower and funding variance analysis to include forecast metrics, and preparation of Program Control metrics and contract deliverables.
Duties of a Senior Program Control Analyst may include:
- Develop program related financial data and metrics to include internal budgets and forecasting for federal government contracts, working with Cost-plus, T&M, and Fixed price contract types.
- Responsible for coordinating with Finance Department to set-up and maintain billable contracts in the accounting system (Unanet) to ensure consistency with the contracts and support of the Program Management contract performance reporting requirements.
- Develop plans, budgets and schedules, to meet contractual/project requirements for multiple contracts with a variety of contract types, such as FFP, CPFF, T&M, as well as hybrids.
- Adhere to financial controls, procedures, systems and forecasting policies to evaluate contract/program status and ensure compliance with government and customer requirements.
- Monitor progress of program requirements and cost performance against plans to ensure contractual cost obligations are met.
- Produce Cost/Manpower reports and CDRLs to distribute to customers & internal management.
- Conduct variance analysis of actuals vs baseline prepare Estimate to Complete (ETC) and forecast FTE
- Support accounts receivable as required during the monthly billing process.
- Review and approve Monthly invoices and validate revenue.
- Generate reports of Quarterly revenue, profit, and direct labor projections by contract by person.
- Initiate funding alerts to the subcontracts administrator for all contracts assigned.
- Quality control for contract and contract modifications’ funding, hours allocation, labor categories, and related requirements.
- Assist in the pricing of labor, travel and materials for various types of contracts and proposals.
- Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans.
- Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met.

Qualifications
- 7+ years of experience (or an equivalent combination of education and experience)
- Experienced in administering all contract/subcontract types (CPFF, T&M, FFP etc.)
- Proficient in Microsoft Office Suite, SharePoint, and Adobe Acrobat.
- Excellent verbal/written communication skills
- Analytical and independent problem-solving skills
- Organizational skills to balance and prioritize work
- Industry experience with DoD contracting
Education
- Bachelor’s Degree preferred.
