This is an executive-level, professional position, whereby the incumbent is responsible for forecasting, providing research, recommendations, and guidance to the Fire Chief, Deputy Fire Chiefs and department groups, in the areas of Budget, Finance/Accounting, Payroll, Contracts, Grants, Emergency Transport Billing and related matters. Responsibilities include conducting budgetary management analysis, projecting budget spend and compressions and advising on budgetary contracts and funding availability. The incumbent will operate with a high degree of independent judgement and will report to the Deputy Director of Administrative Services & Member Command.

Position Duties
Directs the planning, development, and management of the Departmental budget
Attends annual budget school session as scheduled and orchestrated through the Office of Management and Budget (OMB), obtaining budget instructions for fiscal year formulation cycle
Serves as the department's Fiscal Officer in the development of budgetary content, tables, charts and spreadsheets as necessary to showcase and project department needs and forecesas at an enterprice level across funds/cost cents and relative commands
Provides guidance to budgetary, financial, grants personnel responsible for collecting, capturing and reporting out on key budget elements during formulation period
Responsible for the day-to-day operation of the Fiscal Command ensuring timely processing, reconciliations and monitoring of the fiscal year budget
Provides leadership, guidance and supervision to Fiscal Affairs Office
Supervises personnel, processes, and programs in the Fiscal Affairs Office
Coordinates timely preparation of the annual operating budget and related reports
Oversees the Department's purchasing card program in coordination with the Office of Central Services, County policy, and Department Standard Operating Procedures
Reviews Collective Bargaining Agreements
- Prepares accurate studies, surveys, reports, memorandums, and letters as required by the Fire Chief and Deputy Fire Chief
Minimum Qualifications
Minimum Qualifications
- Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field.
- Three (3) years of progressively responsible experience in all areas of Finance/Accounting including at least three (3) years in a supervisory capacity managing staff

Preferred Qualifications
Five (5) years or more management-level experience in all areas of Finance/Accounting
Two (2) years of experience using SAP Human Resources Information System (HRIS)
Work experience within a Public Safety environment
Experience in organizational department planning, emphasizing quality, continuous improvement, employee retention/high performance, and department-wide communications
