About the Department

 Under the administrative direction and supervision of the Chief Information Officer, this high-level managerial position is responsible for managing and directing department staff and the daily operations of the Information Technology Department. Work involves considerable judgment, initiative and independent performance and coordination with other Divisions and Departments. 
 

Position Duties

  • Well-versed in performance and operations management and competent in assuming delegated duties. 
  • Knowledge of current state of industry hardware, software, networks, data, telecommunications, and security. 
  • Knowledge of current Federal, State, and local laws, regulations and quality standards as they apply to information technologies. 
  • Knowledge of budgeting and fiscal processes. 
  • Knowledge of principles and practices of project management to achieve project objectives within established budgets. 
  • Knowledge of the occupational hazards and safety precautions of the work assigned.
Abilities:  
  • Ability to exercise initiative and sound judgment in analyzing and evaluating problems, information, and situations. 
  • Ability to develop effective and creative solutions and action plans, while effectively implementing and monitoring plans. 
  • Ability to analyze, evaluate and draw logical conclusions from complex technologies and related technical data. 
  • Ability to supervise the maintenance of complex administrative records. 
  • Ability to maintain satisfactory working relationships with employees, government officials, private organizations, and the general public. 
  • Ability to supervise professional, secretarial, and clerical staff members, and consultants, including assignment of work and review of same.  
  • Ability to present information, ideas, and recommendations clearly and succinctly in written and verbal form. 
  • Ability to effectively represent the Department on policy, procedure, and technical matters. 
Skills:  
  • Leader and critical thinker, ready to solve problems before they become obstacles. 
  • Proficient in MS Office, relational databases, and software (e.g., ERP).
 
ESSENTIAL JOB FUNCTION:  
  • Assists in developing and implementing strategic plans, policies, and programs for the IT department. 
  • Assists with developing, updating and implementing the County’s “technological vision”. 
  • Assists in providing leadership, direction and guidance for development and operational activities to achieve the IT department’s long and short range goals and business objectives. 
  • Works with the Chief Information Officer (CIO) to coordinate and supervise daily operations. Ensures compliance with regulations and internal policies. 
  • Exercises considerable independent judgment to analyze, develop, and recommend plans and solutions to operational, management, business process, or countywide related operations and services, including hardware and software activities and associated problems, and utilizes effective leadership skills to implement such plans and recommendations. 
  • Undertakes staffing responsibilities (hiring, training, evaluating etc.). 
  • Assists in budgeting and monitoring expenses. 
  • Maintains scheduling of events and represents the department, as needed. 
  • Creates reports and submits them to the CIO or other executives. 
  • Perform duties as assigned by the CIO.
 
EMERGENCY MANAGEMENT RESPONSIBILITIES:  During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
 
ESSENTIAL PHYSICAL SKILLS:  Use of hands and fingers with dexterity. Good vision and hearing with or without correction. Periodic walking and standing. Ability to lift occasionally 30 pounds. Ability to operate County vehicle.
 
ENVIRONMENTAL CONDITION REQUIREMENTS: Work inside the office in a sedentary posture. Periodic meetings with Department staff, other Departments and Divisions. Periodic attendance at meetings inside and outside County office buildings.

Minimum Qualifications

EDUCATION: Graduation from an accredited college or university with a bachelor’s degree including major course work in Information Systems, Information Technology, Computer Programing, Computer Science, or a closely related field.  Master’s degree preferred. 

EXPERIENCE:  Four (4) or more years in Enterprise level of Information Technology experience to include progressively responsible information services management, systems design, software development, network/telecommunications implementations, complex project management, and/or IT consulting.  Also, a minimum of five (5) years of professional management experience. LICENSE, CERTIFICATION OR REGISTRATION:  Valid Florida driver’s license and maintain a good driver record. PMP or related Project Management preferred.

Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
