Role Summary:
LCCC’s policy team is growing in line with our expanding portfolio of low carbon schemes. We’re looking for a policy professional who is passionate about decarbonisation and driving progress towards government’s Clean Power and Net Zero targets.
LCCC have a proven track record in the successful delivery of the Contracts for Difference Scheme, the Capacity Market and the Low Carbon Hydrogen Agreement. These schemes have attracted significant private investment into low carbon technologies and are seen as a blueprint for effective deployment of emerging renewable technologies.
As a member of the team, you’ll be at the heart of designing new low carbon technology support mechanisms. You’ll be working collaboratively with, and provide trusted, independent policy advice to, government departments, trade bodies, generators, emitters and regulators, with the aim of developing the optimal commercial, investable and operational design of new schemes.
The range of technologies we’re currently working on is broad, spanning hydrogen storage and hydrogen transport, hydrogen to power, sustainable aviation fuels and more!
The Policy lead will also play a critical role in assessing the impact of new schemes on LCCCs current portfolio, to ensure we have the right capability and capacity to successfully deliver the schemes.
Key Responsibilities
- Be a subject matter expert on a range of schemes and technologies, helping to shape the schemes to ensure they can attract investment, whilst balancing the cost to consumers.
- Build an in depth understanding of LCCC operations to effectively and credibly advise on the design of new schemes.
- Advise on the design of payment mechanisms, levies, Heads of Terms, interdependencies with other LCCC schemes and energy market design, operational implications, governance and legislation.
- Work closely with colleagues across the business (operations, finance, legal, contract management, analytics etc) and advising the Executive Leadership Team and the Board on scheme proposals, risks, opportunities and interdependencies to seek a scheme approval.
- Provide independent, trusted advice to government and external stakeholders, developing close and collaborative working relationships
- Represent LCCC externally at relevant conferences, events, forums, workshops etc.

Skills Knowledge and Expertise
- Comprehensive policy experience working with government or regulators.
- Commercial acumen, able to break down and explain commercial issues.
- A demonstrable interest in clean power/ low carbon technologies/ sustainability
- Ability to quickly and effectively understand a problem/ issue, gather and consider intelligence to identify a solution.
- A policy mindset, able to join the dots across internal and external environments.
- Effective communication skills (verbal and written), able to communicate complex ideas effectively to senior leaders.
- Stakeholder management (both internal and external). Ability to influence and build positive internal and external working relationships across different teams and organisations.
- Active listener that looks to understand others concerns and incorporate their viewpoints.
- Well-developed qualitative and quantitative research skills with the ability to extract and analyse relevant information to make sound judgements.
Desirable:
- Experience of low carbon technology deployment and the Net Zero investment challenge.
- Client facing or consultancy experience.
- Experience of managing projects.
- Analytical/ Economic project experience.
