The incumbent will perform a variety of complex professional and administrative work in planning, organizing and administering all aspects of Fleet Services in support of the City of Lynchburg. Serving as a member of the City’s senior management team, the Director collaborates with other City departments to ensure that the City’s mission and core values are incorporated into operational activities and services.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.

  • Lead and support the organization's mission, goals, objectives, strategic plans, policies and procedures;
  • Develop long-term plans for staff, fuel sites, equipment, and facilities;
  • Manage safety, inspections, emergency, and disaster response programs;
  • Oversee budget preparation and Internal Service Fund operations;
  • Direct the City’s chargeback system and vehicle rental rate schedules;
  • Manage all fleet assets, including procurement, maintenance, repair, disposition, auctions, and reutilization;
  • Monitor utilization and develop right-sizing and replacement strategies;
  • Create technical specs for vehicle and equipment procurement;
  • Ensure compliance and operations of the City’s fueling systems;
  • Oversee warranties, vendor repairs, and vehicle upfitting;
  • Track KPIs to drive efficiency and performance;
  • Serve as contract officer for fleet-related services and technologies;
  • Oversee Fleet and Fuel Management Information Systems;
  • Maintain strong customer relations and interdepartmental coordination;
  • Lead preventive and emergency maintenance programs.;
  • Manage scheduling for special events and overtime;
  • Ensure accurate fleet records and documentation.

ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
  • Member of the City Manager’s Leadership Team.
  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES
  • Directly supervises administrative staff and a subordinate supervisor, and indirectly leads 14 personnel. Responsible for the overall direction, coordination, and evaluation of the department and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  

Minimum Qualifications

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   • High school diploma required; bachelor’s degree preferred. Must have 8+ years of experience managing a mid-size municipal fleet, including budget oversight, procurement, and writing specs for diverse vehicles and equipment. 
  • Fleet certification (e.g., CAFM or CPFP) preferred, or demonstrated leadership in a fleet management association with strong knowledge of public procurement. 
  • Requires strong analytical, communication, and presentation skills, including the ability to interpret technical and financial documents and address public or regulatory inquiries. 
  • Must be proficient in math and data analysis, with the ability to apply complex concepts and solve problems using both abstract and practical reasoning. 
  • Advanced leadership and interpersonal skills are essential, including conflict resolution, negotiation, and managing diverse teams and vendors

Other Qualifications

• Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
• Relevant background checks must be completed satisfactorily.
• Residency within the City of Lynchburg limits preferred.
• Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.  May also be required to complete higher levels of NIMS training as determined appropriate for the position.
